The Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) has invited online bids for the supply, installation, testing and commissioning of 11 MW of grid-connected rooftop solar power projects at government buildings across Uttar Pradesh. The contract also includes comprehensive warranty and maintenance services for five years after commissioning.
The tender has been divided into three categories based on project size. Category A covers rooftop solar systems from 1 kW to 10 kW, with a total capacity of 5 MW. Category B includes projects from 11 kW to 100 kW, also totaling 5 MW, while Category C covers systems between 101 kW and 500 kW, with an aggregate capacity of 1 MW. The estimated cost of the entire tender, including GST, is around ₹55.46 crore.
The selected contractors will execute the projects on a turnkey basis. Their responsibilities will include equipment supply, installation, testing, commissioning and other associated works. Contractors will also provide comprehensive maintenance for five years. Each work order must be completed within four months from the date of issuance.
The tender document was made available on the e-tender portal on August 22, 2026. A pre-bid meeting will be held on August 27 at 12:30 pm. Bidders must submit their offers by September 15, 2026, at 6:00 pm. Technical bids will be opened on September 16 at 11:30 am, while the financial bid opening date will be announced later for technically qualified bidders.
The non-refundable tender fee is ₹11,800, including GST. The EMD is ₹52.63 lakh for Category A, ₹50.14 lakh for Category B and ₹8.13 lakh for Category C. Bidders participating in multiple categories must provide the cumulative EMD. Eligible micro and small enterprises with units in Uttar Pradesh may receive EMD exemption subject to tender conditions.
Successful bidders must submit a Performance Bank Guarantee equivalent to 5% of the work order value, valid for 18 months.
For eligibility, bidders must have relevant rooftop solar experience of 1.5 MW each for Categories A and B and 300 kW for Category C. Minimum average annual turnover requirements are ₹7.89 crore, ₹7.52 crore and ₹1.22 crore, respectively.
UPNEDA said the contract will operate on a rate-contract basis, allowing quantities to be increased or reduced depending on requirements, funding availability and contractor performance.
