Mahatma Phule Renewable Energy & Infrastructure Technology Limited (MAHAPREIT) has invited bids for the development of approximately 2 MW of grid-connected rooftop solar PV projects with Battery Energy Storage System (BESS) at Valsad District Cooperative Milk Producers’ Union Limited in Nagpur, Maharashtra. The tender has been issued under the RESCO model for the discovery of tariff and selection of a Solar Power Developer.
The RFP, numbered MAHAPREIT/2MWRT/BESS/RESCO/AMUL/2026-27, was issued on August 21, 2026. The project will consist of two installations of 1 MW each and will include BESS with a minimum capacity equivalent to 50% of the installed solar capacity and two hours of storage. The selected developer will be responsible for design, engineering, financing, supply, installation, testing and commissioning, along with comprehensive operation and maintenance for 25 operational years.
The RFP purchase process started on August 21, 2026, at 6:00 PM. The pre-bid meeting is scheduled for September 1, 2026, at 3:00 PM. Bidders are required to share details of their representatives by August 27, 2026, and are also required to visit the project site before the pre-bid meeting.
The deadline for online bid submission is September 10, 2026, at 6:00 PM. If the bid security is submitted through Demand Draft, FDR, or Bank Guarantee, the original document must be submitted by 5:00 PM on the same day. Technical bids will be opened on September 11, 2026, at 3:00 PM, while the financial bid opening date will be announced later.
The tender fee is ₹10,000 plus 18% GST. The RFP specifies a Bid Security/EMD of ₹2.50 lakh per MW, which works out to ₹5 lakh for the 2 MW project.
The Letter of Award format requires the successful bidder to provide a Performance Bank Guarantee (PBG) of ₹500/kW or part thereof. For the complete 2 MW capacity, this corresponds to approximately ₹10 lakh.
The selected developer will also have to comply with MNRE’s ALMM guidelines and undertake all activities required for grid connectivity and project operation. The RESCO developer will remain responsible for the project throughout the 25-year operational period, while the generated electricity will be sold under the applicable PPA arrangement.
