KELTRON Invites Bids For Solar Power And Street Light Projects Across North And East India

Kerala State Electronics Development Corporation Limited (KSEDC), through its Keltron Equipment Complex in Karakulam, Thiruvananthapuram, has invited Expressions of Interest (EOI) from eligible agencies for renewable energy projects across the North and East regions of India. The initiative is aimed at empanelling implementation partners for solar power plants and solar street light projects.

The EOI has been issued under tender reference number KSEDC/KEC/PUR/REEG/0013/26-27. The tender documents were published on August 24, 2026, and interested bidders must submit their proposals online through the Kerala e-procurement portal by September 4, 2026, at 6:00 PM. Technical bids will be opened on September 7, 2026, at 9:00 AM at the Head of Purchase office in Thiruvananthapuram. The bids will remain valid for 180 days.

Empanelled partners will be responsible for complete Engineering, Procurement and Construction (EPC) activities. Their scope will include site surveys, engineering drawings, structural analysis, procurement and supply of materials, pre-dispatch inspections, transportation, storage, installation, testing and commissioning. Partners will also have to provide user training, insurance, maintenance and warranty support.

The selected agencies will be required to provide financial support throughout project execution. This includes arranging EMD or bid security and Performance Bank Guarantee or performance security required under individual customer tenders. The financial requirements will be handled on a back-to-back basis according to the conditions of the respective projects. KELTRON will make payments to implementation partners after receiving payments from the concerned clients or government authorities.

The eligibility conditions require bidders to be registered Indian companies with at least three years of experience in the renewable energy or power sector. Applicants must have achieved an average annual turnover of at least ₹100 crore during the financial years 2022-23, 2023-24 and 2024-25. They must also possess valid GST, PAN and electrical contractor licences.

In addition, bidders must demonstrate experience in installing or supplying at least 20,000 solar street lights in any Indian state. They must maintain a registered office in the North or East region of India and should not have been blacklisted, debarred or involved in adverse government litigation.

The empanelment will remain valid for one year and may be extended for another year. KELTRON has also stated that if an empanelled partner fails to execute an assigned project, the company may complete the work through another agency at the partner’s risk and cost.
