MPERC Drafts 2027–32 MYT Distribution Rules
The Madhya Pradesh Electricity Regulatory Commission (MPERC) has issued draft Multi-Year Tariff Distribution Regulations, 2026, laying the proposed regulatory framework for electricity distribution tariffs during the 2027–28 to 2031–32 control period. The framework is intended to govern tariff determination and financial and operational performance of distribution licensees across Madhya Pradesh. The regulations will provide the basis for assessing revenue requirements, costs and performance parameters during the five-year period. The move represents an important step in establishing greater regulatory visibility for the state’s distribution sector ahead of the next tariff control period.
APSERC Takes Up 2.75 MW Solar Tariff Petition
The Arunachal Pradesh State Electricity Regulatory Commission (APSERC) has admitted a tariff petition filed by the Arunachal Pradesh Energy Development Agency for 2.75 MW of solar PV projects. The projects, commissioned during FY2018–19, are located at Energy Park in Itanagar and 15 other locations across the state. Following an admission hearing on August 11, the Commission allowed the tariff determination process to move forward. APEDA has also been directed to publish an abridged petition, make the complete filing available for inspection and invite stakeholder comments before further regulatory proceedings.
HERC Clears Green Energy Banking in Haryana
The Haryana Electricity Regulatory Commission (HERC) has cleared the way for green energy banking in the state while rejecting objections raised by distribution companies. The decision is significant for renewable energy consumers using open access, as banking mechanisms allow surplus renewable electricity generated during one period to be adjusted against consumption during another. The regulatory development could provide greater flexibility for commercial and industrial consumers sourcing renewable power while supporting increased utilisation of clean energy. It also highlights the evolving regulatory framework around renewable open access and energy banking as Haryana’s electricity market incorporates more green power.
TGERC Closes Telangana–AP Power Dues Case
The Telangana Electricity Regulatory Commission (TGERC) has closed a petition relating to the long-running Telangana–Andhra Pradesh power dues dispute dating back to 2018, following the withdrawal of the associated case before the National Company Law Tribunal. The dispute formed part of the financial and electricity-sector issues that emerged between the two states following their bifurcation. With the NCLT proceedings withdrawn, the Commission has brought the related regulatory petition to a close. The development marks another procedural step in addressing legacy electricity-sector disputes between Telangana and Andhra Pradesh and removes the pending matter from TGERC’s proceedings.
UPERC Closes ₹32.74 Crore Smart Meter Refund Case
The Uttar Pradesh Electricity Regulatory Commission (UPERC) has concluded its smart prepaid meter overcharging proceedings after ₹32.74 crore was credited to 92,231 eligible consumer accounts. The refunds included ₹27.20 crore for 84,587 single-phase connections and ₹5.54 crore for 7,644 three-phase connections. The case concerned unauthorised recovery of smart meter charges by UPPCL and its DISCOMs. UPERC has also directed UPPCL to prepare a roadmap within two months for replacing legacy keypad/token-based STS meters with smart or DSDR meters without passing replacement costs on to consumers.
UPERC Approves 300 MW Solar PPA at ₹2.57/kWh
The Uttar Pradesh Electricity Regulatory Commission (UPERC) has approved a long-term Power Purchase Agreement for 300 MW of solar power at ₹2.57/kWh for 25 years, clearing a major renewable procurement initiative in the state. The agreement relates to solar power procurement by Uttar Pradesh Power Corporation Limited and follows a competitive bidding process. The project is associated with MB Power (Madhya Pradesh) Limited, with earlier regulatory proceedings considering the company’s corporate restructuring and project investments. The approval provides long-term tariff certainty while supporting Uttar Pradesh’s efforts to expand cost-competitive renewable electricity procurement.
