Central Electronics Limited (CEL) has issued a Global Expression of Interest (EoI) to empanel expert consultants for projects covering five advanced technology and industrial sectors. The EoI, issued under document number C-2(b)/EoI/0602/0398/2026 on September 22, 2026, has been released by CEL’s Materials Management Division in Sahibabad, Uttar Pradesh.
The consultancy requirement covers technical and industrial domains including a 1.25 GW solar cell and module manufacturing facility, 100 MW data centers, Assembly, Testing, Marking, and Packaging (ATMP) semiconductor plants, Rare Earth Permanent Magnet (REPM) production plants, and satellite manufacturing and testing facilities.
CEL has invited consulting entities to apply for any one of the five categories, multiple categories, or all the specified areas. The empanelment is intended to bring in specialized expertise for projects involving advanced manufacturing, digital infrastructure, semiconductor technology, critical materials, and space-related activities.
The EoI document has been made available at no cost, while the Earnest Money Deposit (EMD) requirement has also been set at nil. This is expected to reduce the financial requirements for participating consultancy firms.
According to the tender schedule, prospective applicants can submit requests for clarification until October 10, 2026, at 11:00 AM. CEL has scheduled the pre-bid meeting for October 12, 2026, at 11:00 AM.
The deadline for submission of proposals is October 21, 2026, at 11:00 AM. Technical bids will be opened on October 22, 2026, at 11:00 AM. The submitted proposals will remain valid for 180 days from the final submission date.
Indian consultancy firms are required to submit their proposals through the government’s e-procurement portal. International participants can submit their applications through email to the designated CEL addresses. CEL will evaluate the submitted proposals before proceeding with the empanelment of eligible consultants across the identified technology sectors.
