Mahanadi Coalfields Limited (MCL), a subsidiary of Coal India Limited and a Mini Ratna company, has invited online bids for the development of grid-connected solar rooftop power plants with an aggregated capacity of 1,086 kW at various non-residential buildings of Jagannath OCP in Odisha.
The tender has been issued by Shri Deenabandhu Sethi, Staff Officer (E&M), Jagannath Area. The scope of work includes comprehensive engineering, design, supply, civil works, erection, testing and commissioning of the rooftop solar power plants. The selected contractor will also be responsible for net-metering arrangements, quality control, insurance and obtaining the necessary connectivity permissions in accordance with applicable Odisha state policies.
The project also includes a Comprehensive Annual Maintenance Contract (CAMC) for five years after commissioning. The total completion period is 2,005 days, comprising 180 days for project setup and execution, followed by 1,825 days of CAMC.
The estimated cost of the work is Rs. 4,66,07,832.63. The tender requires an Earnest Money Deposit (EMD) of Rs. 5,83,000, which is to be paid online through net-banking or NEFT/RTGS. Eligible Micro and Small Enterprises (MSEs) are exempted from the EMD requirement as per applicable provisions.
For the successful bidder, the retained EMD will be adjusted towards the Performance Security Deposit or Performance Bank Guarantee (PBG). The applicable percentage and detailed conditions for the PBG will be governed by the standard contract guidelines of Coal India Limited.
The tender was e-published on October 5, 2026, at 18:00 hours. Tender document downloads and bid submissions began on October 6, 2026, at 10:00 hours. Bidders can seek online clarifications until October 14, 2026, at 17:00 hours.
The deadline for downloading tender documents and submitting bids is October 21, 2026, at 17:00 hours. The technical bids under Cover-I are scheduled to be opened on October 23, 2026, at 11:00 hours. The opening date for the price bids under Cover-II will be communicated separately.
Participating bidders must possess a valid Digital Signature Certificate (DSC) issued by an authorised agency under the Controller of Certifying Authority (CCA), Government of India. All bids must be submitted online through the Coal India e-procurement portal. Offline submissions will not be accepted.
MCL has stated that any extension of tender dates, corrigenda or other changes will be communicated through the official e-procurement portal. The rooftop solar project is expected to support renewable energy adoption across MCL’s Jagannath Area while contributing to the use of solar power in its operational infrastructure.
