The Ministry of New and Renewable Energy (MNRE) has issued an important update for registered vendors under the PM Surya Ghar: Muft Bijli Yojana regarding the submission of defect rectification proofs following third-party quality inspections.
Under the updated process, vendors whose installations are found to have defects during third-party inspections will receive notifications in the FQI Defect Section of their Vendor Main portal login. Vendors have been given a strict 15-day period to rectify the identified issues and upload the required corrective evidence on the National Portal.
To support vendors in completing the process correctly, MNRE has made available a detailed user manual titled “User Manual for FQI Defect Module in Vendor Login” in the Knowledge Centre of the National Portal. The manual provides guidance on accessing defect applications, submitting evidence and completing the rectification process.
MNRE has instructed vendors to access defect-related applications only through the Vendor Main login. After rectification, vendors must upload photographs that are both geo-tagged and timestamped as evidence of the corrective work.
For inverters that do not directly display cumulative electricity generation, vendors are required to provide a geo-tagged photograph showing the cumulative generation figure along with the inverter serial number. This information can be obtained through the inverter’s mobile application.
Vendors must also select all applicable rectification status boxes, provide appropriate remarks and upload supporting documents for every defect identified during inspection. Following completion of the rectification process, the portal-generated declaration must be downloaded and printed on the vendor’s letterhead. The declaration is required to be signed and stamped by the vendor and acknowledged with the consumer’s signature before being uploaded again to the portal.
MNRE has further emphasized compliance with warranty requirements. Vendors must ensure that the installed system carries a warranty of five years from the date of commissioning. OEM warranty documents should also contain the correct serial numbers corresponding to the PV modules and inverters.
The ministry has provided specific guidance for resolving document upload errors. Vendors should avoid using special characters or double file extensions in file names and should use a single `.pdf` extension. PDFs should preferably be generated using reliable software such as Adobe Acrobat or Microsoft Print to PDF.
MNRE has also clarified that vendors should not upload the “MNRE undertaking for repeated serial number applications.” Instead, only the declaration generated through the portal and duly signed by both the vendor and consumer should be submitted.
Additionally, vendors should not upload photographs showing documents being handed over to consumers. Copies of the relevant documents should instead be uploaded in PDF format. The instructions are aimed at improving documentation, quality compliance and timely resolution of defects under the PM Surya Ghar scheme.
