PFC Consulting Limited (PFCCL), acting as the Bid Process Coordinator under the Ministry of Power, has issued a Single Stage Request for Proposal (RFP) for selecting a Transmission Service Provider (TSP) for the Inter-State Transmission System project for the “Transmission System for Integration of Kadapa-II REZ (Phase-I).” The project will be awarded through a tariff-based competitive bidding process and will be implemented on a Build, Own, Operate, and Transfer (BOOT) basis.
The project is aimed at strengthening transmission infrastructure for integrating renewable energy from the Kadapa-II Renewable Energy Zone in Andhra Pradesh. The major scope includes the establishment of a 765/400 kV and 400/220 kV Kadapa-II Pooling Station in Andhra Pradesh. The project will also include the installation of ±300 MVAr STATCOMs to support voltage management and grid stability.
Another major component is the construction of a 765 kV Double Circuit transmission line from Kadapa-II to Thiruvalam, extending into Tamil Nadu. The transmission system is scheduled to achieve Commercial Operation Date (COD) within 36 months from the effective date.
Under the BOOT arrangement, the selected TSP will be responsible for developing, owning and operating the transmission assets and will receive transmission charges for a period of 35 years. At the end of the concession period, the project assets, including substation land, right of way and related clearances, will be transferred to the Central Transmission Utility or another designated government agency at zero cost.
PFCCL issued the RFP on October 1, 2026. Interested bidders can purchase the RFP documents until December 3, 2026, between 10:30 and 16:00 IST. Requests for written clarifications or amendments must be submitted by October 21, while the pre-bid meeting is scheduled for October 28. Clarifications and the revised RFP are expected on November 9, followed by final RFP documents on November 19.
Online bids must be submitted by 15:00 IST on December 4, 2026, with technical bids scheduled to open at 15:30 the same day. Qualified bidders are expected to be announced on December 14. The initial financial bids will be opened on December 15, followed by an electronic reverse auction on December 16.
The RFP document carries a non-refundable fee of ₹5 lakh or US$7,000, along with 18% GST. Bidders are required to submit an Earnest Money Deposit of ₹38.78 crore. The selected bidder will also have to furnish a Performance Bank Guarantee of ₹96.95 crore within 10 days of the Letter of Intent.
Eligible entities must demonstrate the required technical experience in infrastructure projects and meet the minimum financial qualification of ₹775.60 crore in Net Worth or Available Capital for Investment. The successful bidder is scheduled to be selected and receive the Letter of Intent on December 24, 2026. The project documents and SPV transfer are scheduled thereafter.
