APPCC Invites Bids for 1,250 MW/5,000 MWh Standalone BESS Projects Under BOO Model In Andhra Pradesh

The Andhra Pradesh Power Coordination Committee (APPCC), acting on behalf of Andhra Pradesh’s distribution companies (APDISCOMs), has invited proposals for developing 1,250 MW / 5,000 MWh of standalone Battery Energy Storage Systems (BESS) across three locations in the state. The projects will be developed under the Build-Own-Operate (BOO) model through tariff-based competitive bidding, allowing selected developers to build, own and operate the storage facilities.

The initiative aims to strengthen energy storage infrastructure in Andhra Pradesh and support the integration and management of renewable energy. The proposed projects will be located at the Rayalaseema Thermal Power Plant (RTPP), Talaricheruvu Renewable Energy (RE) Project and NP Kunta RE Project. The tender provides an opportunity for battery energy storage developers to participate in large-scale standalone storage projects under a competitive procurement framework.

The total planned capacity comprises three separate projects. The first project involves the development of a 500 MW / 2,000 MWh Battery Energy Storage System at the Rayalaseema Thermal Power Plant. The second project covers 250 MW / 1,000 MWh of storage capacity at the Talaricheruvu RE Project. The third project involves another 500 MW / 2,000 MWh installation at the NP Kunta RE Project.

Together, these installations will provide 1,250 MW of power capacity and 5,000 MWh of energy storage capacity. The projects are structured to provide standalone battery storage facilities at designated locations, with developers responsible for implementing and operating the systems under the BOO arrangement.

To facilitate project development, land will be provided to selected developers on a Right-of-Use (RoU) basis. The annual land lease charge has been set at a nominal rate of INR 1 per acre. This arrangement is intended to provide developers with access to the required land for establishing the battery storage installations at the identified project sites.

APPCC issued the request for selection (RfS) document on October 7, 2026. The pre-bid meeting is scheduled for October 22, 2026, at 11:00 hours. Interested bidders must submit their pre-bid queries by 17:00 hours on the same day.

The last date and time for submitting bids is November 23, 2026, at 17:00 hours. The technical bids will be opened on November 24, 2026, at 15:00 hours. Prospective bidders will need to follow the tender schedule and submit the required documentation within the specified deadlines.

The cost of the RfS document is INR 3 lakh, plus 18% Goods and Services Tax (GST). The tender fee is non-refundable. Bidders must also submit an Earnest Money Deposit (EMD) of INR 5 lakh per MW of their quoted capacity. Permitted EMD instruments include a Demand Draft, Bank Guarantee, Payment on Order Instrument (POI) or Insurance Surety Bond.

Additionally, selected developers will be required to provide a Performance Bank Guarantee (PBG) of INR 10 lakh per MW of contracted capacity before signing the Battery Energy Storage Purchase Agreement (BESPA).

Through this procurement, APPCC is seeking developers to establish large-scale battery storage infrastructure across three strategic locations in Andhra Pradesh. The tender outlines the project capacities, land-use arrangements, financial requirements and bidding timeline for interested participants.
