WBSEDCL Floats Tender For 50 MW Solar Project With 40 MWh Battery Storage In West Bengal

The West Bengal State Electricity Distribution Company Limited (WBSEDCL) has invited e-tenders for the development of a 50 MW AC grid-connected solar photovoltaic (PV) power plant integrated with a 10 MW/40 MWh Battery Energy Storage System (BESS) in West Bengal. The project will be executed on an Engineering, Procurement and Construction (EPC) basis, covering design, engineering, procurement, supply, installation, construction, testing, commissioning, and comprehensive operation and maintenance for 12 years.

The proposed project will be located at Jungle Sundari Karmanagari II, Raghunathpur Block II, Mouza Raibandh-42, in Purulia district. The initiative aims to strengthen renewable energy infrastructure in the state by combining solar power generation with battery storage capabilities. The integrated system is expected to support reliable electricity supply through defined generation guarantees and performance requirements for both the solar plant and the storage facility.

Under the tender conditions, the solar PV plant must achieve a Net Minimum Guaranteed Generation (NMGG) of 78 million units (MU) annually at the initial stage. The selected contractor will also be required to comply with specified performance standards for the BESS, including dispatchable capacity, availability, and round-trip efficiency. These requirements are intended to ensure that the facilities operate according to the technical and operational standards established by WBSEDCL.

The overall completion period for the project has been set at 550 days from the commencement date. The successful bidder will be responsible for delivering the complete installation and ensuring that the solar and battery storage facilities meet the stipulated contractual obligations.

WBSEDCL published the tender on October 12, 2026, at 4:00 PM, while document downloads began at 4:30 PM on the same day. The last date for submitting pre-bid queries is October 28, 2026, by 12:00 PM. The pre-bid meeting is scheduled for 2:00 PM on October 28. Online bid submissions will open on October 30 at 4:00 PM and close on November 17, 2026, at 4:00 PM.

The deadline for physical submission of the offline Earnest Money Deposit (EMD) is November 18, 2026, at 1:00 PM. Technical bids are scheduled to open on November 19 at 4:00 PM, while the financial bid opening date will be announced after technical evaluation.

The tender requires an EMD of ₹5 crore, payable through online banking channels or an eligible bank guarantee. The project construction performance security is set at 10% of the total contract price, to be submitted within 15 days of the Letter of Award. For joint ventures or consortia, the lead member must provide 7%, while the partner member provides 3%.

Additionally, separate performance securities are required for the solar and storage components. The solar plant requires security equivalent to 15% of its contract price throughout the 12-year O&M period, while the BESS requires security equivalent to 10% of its contract price to cover capacity, availability, and efficiency obligations over its service life.
