Challenges in Chhattisgarh’s Renewable Energy Sector: Delays And Regulatory Obstacles For Solar Projects

In recent developments in Chhattisgarh’s renewable energy sector, two major companies, M/s ABReL Green Energy Limited and M/s Ultra Tech Cement Limited, have encountered obstacles in their efforts to advance solar PV projects. ABReL Green Energy Limited, based in Mumbai, and Ultra Tech Cement Limited, with a manufacturing unit in Baloda Bazar, have faced delays in the construction of a 93.5 MW (AC) solar PV project due to various challenges, including land acquisition issues.

The companies had initially committed to developing renewable energy projects in collaboration with the Chhattisgarh government, aiming to contribute to the state’s green energy goals. However, delays in project execution have hindered their progress, with ABReL Green Energy Limited citing difficulties related to land acquisition and other unforeseen circumstances beyond their control.

In response to the delays, ABReL Green Energy Limited has petitioned the authorities to recognize the challenges they have faced and to provide relief by relaxing certain regulatory provisions. Specifically, they seek exemptions from the transmission and wheeling charges for their solar project, which they argue would alleviate financial burdens and prevent the project from becoming economically unviable.

While ABReL Green Energy Limited has emphasized its commitment to completing the project, stakeholders such as the Chhattisgarh State Power Transmission Company Limited (CSPTCL) and the Chhattisgarh State Power Distribution Company Limited (CSPDCL) have raised concerns about granting exemptions beyond the stipulated deadlines. CSPTCL argues that the regulatory framework provides sufficient time for developers to complete their projects and that extending promotional benefits could set a precedent that undermines the integrity of the regulations.

Similarly, CSPDCL contends that linking project completion timelines to promotional benefits outlined in the Chhattisgarh Solar Policy 2017 is irrelevant and that the delays experienced by ABReL Green Energy Limited are attributable to internal factors rather than external circumstances.

On the other hand, the Chhattisgarh State Renewable Energy Development Agency (CREDA) has expressed willingness to support ABReL Green Energy Limited’s request, citing amendments to the project’s registration details and extensions granted in the past.

In its ruling, the Commission acknowledges the challenges faced by ABReL Green Energy Limited but maintains that the regulatory framework provides clear guidelines for project development and eligibility for promotional benefits. The Commission emphasizes the need to adhere to the timelines specified in the regulations and concludes that any exemptions granted should be in line with the established criteria.
