WBPDCL Tenders 10 MW Floating Solar Project In West Bengal

West Bengal Power Development Corporation Ltd.(WBPDCL) has floated a tender for 10 MW grid-connected floating solar photovoltaic power plants in Sagardighi Thermal Power Project (SGTPP), Murshidabad, West Bengal.


The scope of work includes design & engineering, manufacture / procurement, supply, installation, testing and commissioning of the plants. Bidders should also provide five years of operation and maintenance.  


Last date of pre-bid queries submission is 25/03/2020 up to 15:00 hrs. Bid submission will start on 01/04/2020 at 11:00 hrs and 15/04/2020 is the last date for the same at 15:00 hrs. The technical bid will open on 17/04/2020 at 15:30 hrs. The pre-bid meeting for the same will be held on 27/03/2020 at 15:00 hrs.

Estimated cost of this plant is Rs.60.02cr which includes GST and Rs. 5900 is the cost of the tender. To participate in the bid, bidders should submit EMD(Earnest Money Deposit) of Rs. 120 lakh.

The minimum value of work for each RA bill is rs.10.00 lakhs.10% of the contract value will be retained by the purchaser for the performance warranty and the same will be paid in 2% yearly after successful completion of the work I.E. Up to defect liability period.

To participate in this bid, the bidder shall be a sole proprietorship/firm or company incorporated in India under the companies act, 1956 or 2013 or Indian Partnership Act 1932 or LLP Act 2008. The bidder must have valid GST, pf registration, return cum challan (latest available) for provident fund, esi registrations are to be submitted along with the bid. If the bidder is bidding consortium then the number of members in a joint venture shall not exceed 3 members

Technical eligibility criteria for participation is that the bidder should have minimum 1(one) number 10(ten) MWP or 2(two) number 5(five) MWP rooftop or ground-mounted or floating solar PV power plant operation and maintenance (o&m) experience for 1 year.The bidder should have a Minimum Average Annual Turnover (MAAT) of Rs.18cr.,during the last 3 (three) financial years 

Price schedule will be divided into 3 parts; Price schedule-1 will be consist of the ex-works price of equipment/materials, including type tests charges to be manufactured within/outside India, the price for installation and erection service shall be quoted in the price schedule -2, price schedule-3 consists of the price for o&m contract shall be 10% of the basic project cost(excluding tax and duties) for 5(five) years/.

The document also stated that the integrated project performance of minimum solar energy generation will be at the rate of 1.52mu annually per MWP with degradation of 1%.

Floating solar power systems is an emerging trend in the energy transition especially in regions where there is limited land availability. A country-wide study by The Energy and Resources Institute (TERI) revealed that India has potential to generate energy via floating solar photovoltaic (FSPV) plants.Researchers at Energy Transmission Commission (ETC) India states that India’s reservoirs have potential to generate 280 giga-watt (GW) of solar power.

In 2014 the first floating solar power plant was built in India at Kolkata. This 10 KW floating solar plant was funded by the MNRE and was considered as a pilot project in the country. The success of this project led to various other institutions and government bodies considering to install  floating solar plants. Several small and mid-sized floating solar power plants were also introduced.Present largest floating solar power plant is 500 KW plant installed at Banasura Sagar reservoir in Wayanad, Kerala.
