Haryana Power Purchase Center Invites Bids for 500 MW Solar Power through Competitive Bidding Process

Haryana Power Purchase Center (HPPC) has issued a tender for the supply of 500 MW of solar power from grid-connected solar projects in Haryana. The deadline for submitting bids is May 24, 2023.

According to the tender guidelines, bidders must deposit Rs 10,000 per MW plus 18% GST as a bid processing fee, and provide an earnest money deposit of Rs 800,000 per MW. The winning bidder will be required to provide a bank guarantee of Rs 2 million per MW after issuing the letter of intent and before signing the power purchase agreement (PPA). The ceiling tariff for the tender is set at Rs 3.38 per kWh.

The PPAs will be signed for a duration of 25 years from the start of commercial operation of the solar projects. The solar developer will be responsible for the design, financing, procurement of land, engineering, acquisition, construction, operation, and maintenance of the projects, according to the terms of the PPA. The solar project with an aggregate capacity of 500 MW will be installed anywhere in Haryana, with a maximum of 10 MW from a single developer. Only commercially established and operational technologies can be used to ensure project commissioning on schedule and reduce technology risk.

This tender is in line with Haryana’s goal of promoting renewable energy and achieving 20% of its total power generation capacity from renewable sources by 2022. The state has a target of installing 4,000 MW of solar power by 2022. The successful bidder will not only help Haryana meet its renewable energy targets but will also contribute towards reducing the carbon footprint and promoting sustainable development in the state.
