The Republic of Chad, backed by World Bank funding for the Regional Urgent Intervention Project in the Solar Energy Sector (RESPITE), invites eligible consulting firms to express their interest in providing services for the construction oversight of a 30MWac Photovoltaic power plant, 60MWh Storage System, 90 KV line, and a 90/33 Kv substation. The project aligns with Chad’s commitment to sustainable energy and is crucial for achieving its environmental goals.
The consulting services involve recruiting a Consulting Engineer responsible for overseeing the construction works, ensuring compliance with timelines, and maintaining quality standards. The Consulting Engineer will operate under the supervision of the CEP SNE (Delegated Project Owner) and will be accountable for executing the services efficiently, including managing subcontractors.
Interested firms must meet specific criteria, including legal constitution, 20 years of experience in energy project studies and supervision, and a track record of supervising projects with similar characteristics. The shortlisted firms will be evaluated based on their qualifications, experience, and resources.
Detailed information and the Terms of Reference (TOR) for the procurement procedure are available on the project website and at the CEP SNE Secretariat. Expressions of interest in French must be submitted by December 7, 2023, at 10:00 a.m. local time (N’Djaména), clearly marked “Notice of request for expression of interest related to the recruitment of a Consulting Engineer for the control and supervision of the construction works of a 30MWac Photovoltaic power plant and 60MWh Storage System and Line 90 KV and construction work on a 90/33 Kv substation.”
