Invitation for Bids: RECPDCL Calls for Proposals on 250 MW Solar Projects Featuring Greenshoe Option

REC Power Development and Consultancy (RECPDCL) has initiated a tender for the establishment of 250 MW Inter-State Transmission System (ISTS)-connected solar power projects across India, featuring an additional greenshoe option of 250 MW.

The deadline for bid submissions is set for December 29, 2023, with the bid opening scheduled for January 2, 2024.

These projects are part of a program supporting flexibility in generating and scheduling thermal or hydropower stations through bundling with renewable energy and storage.

To interconnect with the ISTS, a minimum voltage requirement of 220 kV is necessary. The chosen solar power developer will assume responsibility for land acquisition and connectivity infrastructure.

In addition to the โ‚น29,500 tender fee (including GST), bidders must also submit a bid processing fee of โ‚น15 lakhs plus 18% GST.
A bid must be accompanied by an earnest money deposit (EMD) of โ‚น900,000 /MW per project.
Successful bidders are obligated to furnish a performance bank guarantee of โ‚น17.5 lakhs/MW within seven working days before the execution of the power purchase agreement.
A single bidder, including its parent, affiliate, or ultimate parent, is eligible to submit one bid for 250 MW. The total capacity, inclusive of greenshoe, allotted to a bidder should not surpass 500 MW.

In the case of a bidder intending to establish multiple projects, each project must be physically distinct, featuring separate boundary walls, injection points, and metering arrangements. The submission of multiple bids by the same company will result in the invalidation of all bids from the group.

The primary objective of the tender is to encourage the utilization of commercially proven and operational technologies, aiming to minimize technology risks and ensure timely project commissioning. The modules incorporated into the project must be listed in the latest Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.

Bidders must demonstrate a track record of successfully commissioning solar power generation projects totalling at least 500 MW. Additionally, within the five years leading up to the bid deadline, bidders must have successfully commissioned a single project with a minimum capacity of 200 MW.

To qualify, bidders’ net worth should be equal to or exceed โ‚น1 Crore/MW. This assessment should be based on the last date of the previous financial year (FY 2022-23) or at least seven days before the bid submission deadline.
