North Western Railways’ Jaipur Division has issued a tender to choose agencies to develop 1 MW rooftop solar power projects on a design, build, finance, operate, and transfer basis.
The deadline for proposal submissions is December 29, 2023.
The chosen project developer will be responsible for the design, engineering, procurement, construction, installation, testing, and commissioning of the solar systems. The project should be completed in 240 days from the effective date.
The developer will also be responsible for the operation and maintenance of the systems for the next 25 years after project completion.
The supply of Central Financial Assistance is not included in the present procurement.
The chosen developer must sign a power purchase agreement (PPA) with the Railways for 25 years.
The bid document costs Rs. 34,810, including GST, and bidders must additionally pay an earnest money deposit of Rs. 10.7 lakhs/MW.
Further, the selected bidder must present the zonal railways with a performance guarantee of Rs. 16.2 lakhs/MW within 30 days of signing the PPA.
Rooftop solar systems are scheduled to be installed in two categories: (i) >10 kW and up to 100 kW and (ii) >100 kW and up to 500 kW.
Under category one, the developer will be required to install solar systems with a total capacity of 50 kW at the Jagatpura Headquarters Construction Office, while bidders selected in the second category must build rooftop solar systems with a total capacity of 950 kW at the Jaipur division’s GetorJagatpura and Khatipura railway stations.
To participate in the bidding process, bidders must have previous experience building grid-connected solar rooftop systems with a minimum total capacity of 200 kW in developer or EPC mode.
Instead, participants should also have expertise in constructing and commissioning grid-connected systems with a minimum total capacity of 1,000 kW in developer or EPC mode.
Additionally, the bidder must have had a positive net worth for the previous 3 fiscal years with an average annual turnover of Rs. 1.5 Cr.
