The Assam Power Distribution Company (APDCL) has issued a call for expressions of interest (EoI) from potential contractors to undertake a solar project featuring a grid-scale Battery Energy Storage System (BESS). The objective is to achieve full solarization of the secretariat complex located in Dispur, Assam.
The solar power initiative will be executed in either the Engineering Procurement and Construction contractor (EPC) or the Build-Own-Operate (BOO) mode, with the decision contingent upon the outcomes and recommendations derived from the EoI process. Interested parties are required to submit their bids by January 30, 2024, with bid opening scheduled for the subsequent day.
The outlined scope of work encompasses an assessment of the feasibility of establishing a solar project integrated with a grid-scale BESS, both within and outside the secretariat premises. Bidders are tasked with estimating the total solar capacity and BESS needed to achieve 100% solarization, consideringbillthe building’s load patterns.
A comprehensive site survey is mandated, focusing on technical feasibility, compulsory site inspections, identification of solar capacity within the secretariat complex, exploration of alternative locations, and evaluation of BESS capacity for a backup duration of up to 4 hours.
Bidders are required to explore diverse business models for solar installation, factoring in available spaces within the secretariat complex. They must propose modalities for implementation, including various Capital Expenditure (CAPEX) models, with a detailed estimation of project costs.
Conducting a cost-benefit analysis for BESS is also a requisite, encompassing an assessment of battery technology types, costs, technical specifications, and the necessary capacities in both megawatts (MW) and megawatt-hours (MWh).
To be eligible, bidders must have a track record of commissioning and operating grid-connected solar projects with a cumulative capacity of at least 5 MW and 5 MWh of BESS within the past five years. This experience may include roles as an EPC contractor, Operations and Management (O&M) contractor, or an independent power producer.
Furthermore, bidders must demonstrate a minimum operational history of five years and provide audited financials for the three most recent financial years.
APDCL is seeking a comprehensive end-to-end solution from eligible applicants, encompassing solar technology with a grid-scale BESS facility. This includes considerations for the location of storage and solar components, power conversion systems, the project’s balance, and a battery management system, along with a software solution for optimized BESS operation.
Following the identification and selection of applicants through the EoI process, separate requests for proposals will be issued to invite bids for the actual implementation of the solar project.
