The Solar Energy Corporation of India (SECI) has issued a Request for Selection (RfS) for the development of 1200 MW of Wind-Solar Hybrid Power Projects, connected to the Interstate Transmission System (ISTS), under the eighth tranche of tariff-based competitive bidding. This initiative is a significant step towards augmenting India’s renewable energy capacity, emphasizing the integration of wind and solar power to achieve a more stable and diversified energy mix.
Interested developers are invited to participate in the bidding process, with a non-refundable document fee of INR 29,500 (inclusive of GST) required to be paid through NEFT/RTGS transfer. Additionally, a bid processing fee is set at Rs. 5 lakh plus taxes for projects ranging from 50 MW to 99 MW, and Rs. 15 lakh plus taxes for projects of 100 MW and above, which also needs to be submitted via NEFT/RTGS transfer alongside the bid.
The deadline for bid submission is marked as March 29, 2024, for soft copies, and April 2, 2024, for hard copies, with the bid opening scheduled for April 3, 2024. The selection process involves e-bidding followed by an e-Reverse Auction, aiming to choose the most competitive offers.
Under this RfS, the selected Hybrid Power Developer (HPD) will be responsible for establishing the Wind-Solar Hybrid Power Projects, including the necessary transmission network up to the interconnection/delivery points. This encompasses identifying suitable land, installation, ownership of the project, obtaining connectivity, and securing the required approvals for interconnection with the ISTS network or State Transmission Utilities (STU) network, as applicable, all at the developer’s own expense.
This scheme allows for the deployment of Wind-Solar Hybrid Power Technology, albeit being technology agnostic in the selection of projects. It offers a total contracted capacity of 1200 MW, with individual bidders, including their parent, affiliate, or any group company, allowed to submit a single bid for a minimum of 50 MW and a maximum of 600 MW. The allocation for any bidder, considering its affiliations, is capped at 600 MW. Projects can be located anywhere in India, chosen at the discretion and under the responsibility of the bidder, emphasizing the scheme’s flexible and inclusive approach to enhancing India’s renewable energy infrastructure.
