The Indian Railways, under the Ministry of Railways, Government of India, has initiated a project to install Rooftop Solar PV systems aimed at generating and supplying power. As per the notification dated May 3, 2024, the selected Solar Power Developers (SPD) will be tasked with the engineering, design, procurement, erection, installation, testing, and commissioning of these solar systems. Additionally, the SPD will handle the operation and maintenance of these systems for 25 years post-commissioning.
Agencies interested in participating must register and download the official RFQ documents from the designated e-bidding portal starting May 3, 2024. A pre-bid conference is scheduled for May 11, 2024, to address any queries from potential bidders. Complete bids, including proposals for selling power specifically in Bihar state, must be submitted online by the deadline mentioned on the e-bidding portal. The techno-commercial bids will be opened on May 30, 2024, at 15:30 hrs, with the financial bid opening dates to be announced later to those qualified.
The cost of the bid document is Rs. 34,810 (inclusive of GST), payable through NEFT/RTGS. A bid security or Earnest Money Deposit (EMD) of Rs. 10.68 Lakh per MWp is required in the form of a Bank Guarantee. Additionally, a Performance Security of Rs. 16.02 Lakh per MWp must be furnished within 30 days of signing the Power Purchase Agreement (PPA) by the successful bidder.
