India has taken a significant step towards its green energy goals with the announcement of a Global Tender for Electrolyser Manufacturers (EM) under the Strategic Interventions for Green Hydrogen Transition (SIGHT) Scheme. The tender aims to promote the domestic manufacturing of electrolyzers and the production of Green Hydrogen, a crucial component in the country’s transition to sustainable energy sources.
The Request for Selection (RfS) Document outlines the requirements for EMs to set up manufacturing capacities for electrolyzers. Bids are invited in three separate buckets, emphasizing the promotion of indigenously developed electrolyzer technologies. These buckets include capacities based on any stack technology, indigenously developed stack technology, and smaller units of indigenously developed stack technology.
Key dates for the tender include the bid opening date on 28th June 2024, the Document Sale End Date on 25th June 2024, and the Bid Submission End Date on 25th June 2024.
The total capacity available for allocation is divided into three buckets: Bucket 1 with a capacity of 1,100 MW, Bucket 2A with a capacity of 300 MW, and Bucket 2B with a capacity of 100 MW. Bidders must adhere to specific bid capacity limits for each bucket, ensuring a fair distribution of manufacturing capacities.
To incentivize performance and ensure quality standards, EMs must meet specific criteria regarding Specific Energy Consumption (SEC) and Guaranteed Life of Electrolysers. These requirements aim to maintain efficiency and reliability in green hydrogen production.
The manufacturing facilities set up under this tender will be eligible for incentives quarterly for five years from the Scheduled Commissioning Date (SCD). Site inspections and testing procedures will be conducted to verify electrolyzer performance and eligibility for incentives.
Additionally, the tender outlines penalties for delays in commissioning and non-compliance with performance standards. EMs are required to submit Earnest Money Deposits (EMDs) and Performance Guarantees to demonstrate their commitment to the project.
The tender offers flexibility in project locations, allowing EMs to choose suitable sites across India. However, all necessary approvals and clearances for project setup are the responsibility of the EM.
In case of Force Majeure events, such as natural disasters or government actions, provisions are in place to provide relief and extensions to affected parties. Overall, the Global Tender for Electrolyser Manufacturers represents India’s commitment to accelerating the adoption of green hydrogen technology and fostering a sustainable energy future.
