MNRE Launches Online Portal For DCR Verification Of Solar PV Modules

The Ministry of New & Renewable Energy (MNRE) has collaborated with Solar PV Manufacturing associations to create an online portal aimed at enhancing the traceability and verification of domestically manufactured solar PV cells and modules. This initiative seeks to ensure compliance with the Domestic Content Requirement (DCR) in solar PV modules deployed across the country. The portal is now accessible through the National Institute of Solar Energy (NISE) website.

The portal provides a mechanism for DCR verification via the entry of unique serial numbers affixed to each solar PV module. This tool will be utilized by MNRE for verifying DCR compliance in projects that fall under its schemes mandating DCR. This ensures that the solar PV modules used in these projects meet the required standards of domestic content.

To facilitate this process, all manufacturers listed under the Approved List of Models and Manufacturers (ALMM) are urged to register their solar PV manufacturing facilities on the portal. Once registered, they need to start entering the necessary data. Moving forward, this portal will serve as the exclusive means for DCR verification. Manufacturers must comply with this process to avoid potential consequences.

If a manufacturer claims that their solar PV module complies with DCR but fails verification through this portal, they may face actions as outlined in MNRE’s Office Memorandum No. 283/5/2018-GRID SOLAR dated 16th October 2023. This underscores the importance of accurate data entry and adherence to the verification process to maintain compliance and avoid any regulatory issues.

The newly developed portal by MNRE and Solar PV Manufacturing associations represents a significant step toward ensuring the traceability and verification of domestically manufactured solar PV modules. By mandating the use of this portal for DCR verification, MNRE aims to streamline the process and uphold the standards of domestic content in solar PV projects. Solar PV manufacturers listed under ALMM must promptly register and utilize this portal to ensure their products meet the required standards and avoid any potential penalties.
