HPPCL Invites Bids for Comprehensive 13MW Solar Power Project in Sanerh, Solan

The Himachal Pradesh Power Corporation Limited (HPPCL) has issued a tender for the design, supply, construction, erection, testing, commissioning, and operation and maintenance of a 13 MW (AC) solar power project in Sanerh, Solan. The project will also include comprehensive operation and maintenance for a period of eight years.

Scope of Work: The contractor will be responsible for the end-to-end delivery of the commissioned plant to HPPCL. This includes land development, design, engineering, procurement of equipment and materials, testing, transportation, supply, installation, erection, testing, commissioning, performance demonstration, and operational acceptance of the grid-interactive solar PV power plant. Additionally, the contractor will handle civil and electrical works, services, permits, licenses, and insurance at all stages. Bidding Details:

  • Procedure: Single-Stage: Two-Envelope
  • Bid Security (Earnest Money Deposit): INR 1.6 crore
  • Cost of Bidding/Tender Document: INR 10,000 (inclusive of GST)
  • Start Date for Sale of Bidding/Tender Document: July 16, 2024, from 1400 Hrs
  • Last Date for Download of Bidding/Tender Document: August 16, 2024, up to 1300 Hrs
  • Bid Submission Deadline: August 16, 2024, up to 1400 Hrs
  • Technical Bid Opening: August 16, 2024, at 1500 Hrs
  • Financial Bid Opening: To be intimated later
  • E-Reverse Auction: To be intimated later

Viewing and Downloading Tender Documents: The detailed tender notification can be viewed and downloaded free of cost from the HPPCL E-Tendering/Bidding/Procurement web portal https://www.tenderwizard.com/HPPCL or the HPPCL website www.hppcl.in. Bidders must register on the HPPCL E-Tendering/Bidding/Procurement web portal to download the documents and submit their bids. Regular updates and any amendments will be posted only on the mentioned portals.

Bidder Registration Instructions:

  1. Registration Payment: An annual registration charge of INR 2000 plus applicable GST, paid via E-payment.
  2. Digital Signature Certificate (DSC): Bidders must register a valid DSC (Class III Certificates with signing key usage) issued by a recognized Certifying Authority.
  3. Tender Document Payments: Tender processing fees and the cost of bidding documents are to be paid via E-payment on the web portal.

Submission of Bids: Bidders should log in well in advance to ensure timely submission. The technical and financial parts of the bids must be submitted in the specified formats. The bid security (EMD) should be prepared as per the instructions in the bidding documents and submitted in original to the HPPCL office before the deadline.

Financial and Experience Requirements:

  • Financial Capabilities: Minimum average annual turnover of INR 39.31 crore for the last three financial years (FY 2021-22 to FY 2023-24).
  • Access to Financial Resources: Liquid assets or other financial means of INR 19.66 crore.
  • Bidder Experience: Participation in similar solar PV plant contracts within the last ten years, with specific financial thresholds and capacities as outlined in the tender.
