In recent years, India’s role in the global solar photovoltaic (PV) market has grown significantly, driven by its abundant sunlight and strong commitment to renewable energy. Central to this growth are two key Harmonized System of Nomenclature (HSN) codes: 85414200, which covers photovoltaic cells not yet assembled into modules or panels, and 85414300, referring to cells assembled into finished solar panels. These codes are crucial to understanding India’s solar export landscape, especially as the country ramps up its efforts to become a leading exporter of solar technology.
In 2024, India witnessed a notable surge in solar module exports, with the United States emerging as the largest market for Indian solar panels. Despite this success, a significant challenge remains the disparity between the production of solar modules and solar cells. While India excels in manufacturing solar modules, it faces difficulties in producing enough solar cells at a competitive cost. This production gap has prompted the Indian government to implement measures like the Approved List of Models and Manufacturers (ALMM), which was introduced on April 1, 2024. The ALMM aims to enhance domestic solar panel production and boost export opportunities by prioritizing locally-made solar panels for government projects and incentives.

The impact of ALMM has been immediate, with solar module exports soaring to ₹1,18,188.5 lakh in June 2024 alone. In the first half of 2024, India’s total solar PV exports exceeded ₹9,40,135.07 lakh, with solar modules contributing ₹9,23,597.63 lakh and solar cells ₹16,537.44 lakh. While this policy has successfully encouraged local manufacturers to ramp up production and align with India’s renewable energy goals, it has also raised concerns among solar project developers regarding potential price increases.
However, these challenges are accompanied by significant opportunities. Recent higher duties on Chinese solar modules imposed by various countries have opened up new markets for Indian manufacturers. With the global demand for solar panels increasing, Indian manufacturers have a unique opportunity to fill the gap left by reduced Chinese exports. This shift allows India to position itself as a key supplier in the global solar market, offering competitively priced products that align with global decarbonization goals.
Despite the challenges, India’s robust solar module manufacturing capabilities and favorable policy environment provide a solid foundation for growth. By capitalizing on these opportunities, India is well-positioned to expand its presence in the global solar energy market, contributing to sustainable development and economic progress on a global scale.
