The Jharkhand Renewable Energy Development Agency (JREDA) has issued a Request for Proposal (RfP) for the development of a 9 MW (AC) grid-connected ground-mounted solar photovoltaic (PV) power plant in Palamu district. The project, set to be built on government land, includes design, engineering, procurement, supply, construction, commissioning, and comprehensive operation and maintenance for a period of 25 years.
The total contract duration spans 26 years, with the first year dedicated to supply, construction, and commissioning, followed by 25 years of comprehensive maintenance. The estimated project cost, including GST and other taxes, is approximately โน92.97 crores.
Key Deadlines:
- Bid Submission Deadline: September 23, 2024, by 5:00 PM (online via Jharkhand Tenders portal).
- Technical Bid Opening: September 25, 2024, at 3:00 PM.
- Tentative Date for Financial Bid Opening: To be announced later.
Interested parties are required to submit an Earnest Money Deposit (EMD) of โน1.86 crore, with a bid validity of 180 days. Additionally, a non-refundable tender fee of โน11,800 must be paid via the State Bank of India (SBI) Payment Gateway.
For the contract period, successful bidders must submit a security deposit equal to 10% of the total contract value. This deposit is to be made within 30 days from the issuance of the Letter of Intent (LoI) and will remain valid for 12 months or until the project achieves Commercial Operation Date (COD).
Performance Security for O&M:
Bidders are also required to submit a 5% O&M performance security deposit in the form of a Bank Guarantee (BG) or Fixed Deposit Receipt (FDR). This BG will initially cover five years and must be renewed in five-year blocks throughout the 25-year O&M period.
Pre-Bid Meeting and Queries:
- Pre-Bid Meeting: Scheduled for September 6, 2024.
- Last Date for Queries/Clarifications: September 9, 2024, at 1:00 PM via email.
