NTPC Renewable Energy Limited, a subsidiary of NTPC Limited, has announced an invitation for bids for a Balance of System (BOS) package to develop a 1,200 MW ISTS-connected solar PV project at its Khavda RE Park-South Block in the Rann of Kutch, Gujarat. The project comprises four 300 MW blocks. Interested bidders can participate in the domestic competitive bidding process, which will be conducted as a single-stage, two-envelope system, requiring separate submissions for techno-commercial and price bids.
Pre-bid queries were accepted until December 30, 2024. The deadline for bid submission is January 14, 2025, the same day the techno-commercial bids will be opened.
The scope of work involves design, engineering, manufacturing, supply, transportation, installation, testing, and commissioning of the solar photovoltaic plant, excluding the supply of solar PV modules, which will be provided by NTPC REL. Tasks include site preparation, foundation and erection of module mounting structures using tracker technology, installation of electrical DC systems, and construction of inverter rooms or HT switchgear rooms as required. The project also includes installing and testing a robotic dry-cleaning system for solar modules designed for a 25-year operational life in a C4 corrosion environment.
Additional responsibilities encompass the construction of internal and peripheral roads, drainage systems, and security infrastructure. Electrical works include laying high-tension cables, integrating systems with the grid, and ensuring compliance with grid regulations. The bidder will also provide and install SCADA systems for remote monitoring and control, along with weather monitoring equipment. The package requires dynamic reactive power compensation equipment to maintain grid quality standards.
The project requires bidders to provide comprehensive operations and maintenance services for three years post-commissioning, including the supply of spare parts. Mandatory spares and detailed design of the module cleaning and drainage systems are also part of the responsibilities.
To qualify, bidders must have prior experience in designing, supplying, erecting, and commissioning BOS for grid-connected solar PV plants with a cumulative capacity of 40 MWp or more, including at least one project of 10 MWp or higher that has been operational for at least six months. Alternatively, developers with equivalent experience or those who have completed industrial projects in power or similar sectors with specified financial thresholds can also participate.
