SJVN Issues RfS For 18 MW Rooftop Solar Projects Under PM Surya Ghar Yojana For Union Government Buildings

A recent Request for Selection (RfS) under the PM Surya Ghar: Muft Bijli Yojana was issued by SJVN Limited for the development of 18 MW of grid-connected rooftop solar projects across various Union Government buildings. The initiative spans multiple states, including Delhi, Punjab, Rajasthan, and Uttar Pradesh, among others. The aim is to provide clean energy solutions through a tariff-based competitive bidding process under the Renewable Energy Service Company (RESCO) model.

The bidding process, open to Solar Power Developers (SPDs), follows a single-stage two-envelope system. Key dates include the RFS issue date of December 30, 2024, a pre-bid meeting scheduled for January 9, 2025, and the submission deadline for online bids on January 20, 2025. A hard copy of the necessary documents must be submitted by January 29, 2025. Technical bids will be opened on January 20, 2025, with the schedule for opening price bids communicated later to qualified bidders.

Participants are required to pay a non-refundable tender fee of ₹5,900 and submit an Earnest Money Deposit (EMD) of ₹1,000 per kW of quoted capacity. The EMD can be provided as a bank guarantee or other accepted financial instruments. Additionally, a Performance Bank Guarantee (PBG) will be required as per the RFS terms.

The scope of the project includes the design, supply, installation, testing, commissioning, and maintenance of rooftop solar systems without battery storage. These systems will service government buildings across 18 Union ministries and departments, offering a sustainable solution for their energy needs. The RESCO model ensures that developers retain ownership while supplying power under long-term agreements.

Prospective bidders must comply with strict eligibility criteria and submit all necessary documentation electronically and physically as outlined in the RFS. Queries and clarifications are to be addressed during the pre-bid meeting or communicated to SJVN’s designated officials.
