NTPC Limited has issued an Invitation for Bids (IFB) for the installation of an off-grid rooftop solar system at government schools, Anganwadi centers, and community halls in Selda, Dalchi, and Banyabeda villages in Madhya Pradesh. The project falls under the Domestic Competitive Bidding (DCB) process, and the selected bidder will be responsible for the execution of the solar systems for the stated locations.
The bidding process will be conducted online through the NTPC eProcurement portal, where interested bidders can submit their proposals. The last date for submitting queries from bidders is February 20, 2025, with the pre-bid meeting scheduled for February 21, 2025. The official deadline for bid submission is February 24, 2025, at 5:00 PM, with bid opening taking place the following day, on February 25, 2025, at 10:00 AM. Bidders need to adhere strictly to these deadlines to ensure their participation in the process.
The projectโs completion timeline is set at six months from the commencement date, which means the successful bidder must ensure the execution and operationalization of the solar systems within this period. The bidding will follow the “Itemrate bidding” approach, where the rates for each item will be quoted by the bidder, and the applicable GST will be selected from the drop-down menu in the bidding portal. This process ensures clarity in pricing and helps maintain transparency throughout the bidding.
For the submission of bids, NTPC has specified that there is no Earnest Money Deposit (EMD) required for this contract. However, once the contract is awarded, the successful bidder must submit a Performance Bank Guarantee (PBG). The PBG amount will be specified in the contract document and must be furnished before the contract agreement is signed. The PBG serves as a security for the performance of the contractor and ensures the timely execution of the project.
As per the bid conditions, only Class-I local suppliers are eligible to participate, as defined by the Public Procurement (Preference to Make in India) Order 2017 and its amendments. Additionally, bidders from countries sharing a land border with India will be allowed to bid only if they are registered with the Competent Authority, as outlined in the bidding documents.
