India Energy Stack: Building A Digital Backbone For Power Sector Transformation

The Ministry of Power is planning to create a Digital Public Infrastructure (DPI) for India’s energy sector through the India Energy Stack (IES). This new digital foundation aims to address long-standing issues like data silos, fragmented systems, and lack of interoperability that have hindered progress in the power sector. Inspired by the success of DPI in other sectors, IES will be a national-level digital platform offering a standardized, modular, and secure structure to manage and innovate across the energy ecosystem.

The IES is designed to deliver multiple benefits. It will offer unique and verifiable identifiers for assets and stakeholders, similar to how UPI works in the financial sector. This will make energy transactions trustworthy and seamless. The platform will also support plug-and-play capabilities, allowing stakeholders such as DISCOMs, SLDCs, AMISPs, and market participants to easily integrate and collaborate. Developers and technology providers will benefit from economies of scale, making it viable to create region-agnostic solutions.

For the power grid, IES will improve visibility and management, especially for renewable energy and energy storage systems. Consumers will experience improved services like dynamic pricing, green tariff options, portability across DISCOMs, and faster grievance redressal. The platform will also support simulation tools for DISCOMs and startups, making it easier to test and implement solutions. By offering toolkits and sandboxes, it will lower the entry barrier for innovation, encouraging startups and entrepreneurs.

The core of IES is a three-layered architecture covering infrastructure, services, and applications. A key component is the Utility Intelligence Platform (UIP), which serves as the application layer. UIP builds upon the IES foundation and focuses on solving deep-rooted problems in the power sector using first-principles thinking. It ensures data interoperability, integrates legacy systems, provides real-time analytics, and empowers consumers.

The UIP is designed to be modular and supports a federated approach to data, allowing utilities to use shared insights while maintaining control. It promotes open APIs and open data access, enabling planning, policy formulation, and innovation. IES and UIP together create a scalable and replicable model, starting with proof-of-concept pilots in cities like Mumbai and Delhi, and eventually expanding to a national rollout.

IES and UIP also focus on standardization and interoperability across IT and OT layers. They encourage the use of uniform data exchange protocols and support decentralized decision-making. These platforms aim to unlock the full potential of digital technologies for planning, operations, and consumer engagement.

The Ministry of Power will carry out a 12-month Proof of Concept to test the IES framework and UIP applications. This pilot will help demonstrate real-world use cases and gather insights for scaling up. A national blueprint will be developed to guide the rollout, and a capacity-building program will be launched to train a future-ready workforce.

In the long term, IES will help create a trusted digital ecosystem with secure, machine-to-machine communication using APIs and other methods. It will promote the reuse of existing data and systems, following the principle of a single source of truth, and enable data-driven governance and services in India’s power sector.
