Ferozepur Cantonment Board Invites Bids For 29 kW Rooftop Solar PV Projects

The Ferozepur Cantonment Board has invited tenders for the supply, installation, testing, and commissioning of on-grid rooftop solar PV systems at various locations in the Ferozepur Cantonment area, along with five years of operation and maintenance support. The tender, issued under notice number FCB/67/1/1549 dated 25 September 2025, outlines key project requirements and deadlines.

The submission of bids begins on 26 September 2025, and the last date for submission is 17 October 2025, up to 6:00 PM. Technical bids will be opened on 21 October 2025 at 10:00 AM. The estimated cost of the project is ₹14.58 lakh. Interested bidders are required to submit an Earnest Money Deposit (EMD) of ₹29,160 and a security deposit of ₹72,900. The rates quoted by successful bidders will remain valid until 31 March 2026.

The project involves installing rooftop solar PV systems of varying capacities at four key sites: a 14 kW system at the Cantonment General Bus Stand, a 6 kW system at Sunshine Modern Cantonment Board School on Sethi Road, a 5 kW system at the Skill Development Centre in Bazar No.1, and a 4 kW system at Cantonment Board High School, B.I.B. These installations are designed to supplement existing sanctioned loads at each location.

Bidders must meet several eligibility criteria, including prior experience in similar works, valid GST and PAN registration, and registration with government entities such as MNRE or PSPCL. Proof of satisfactory completion of solar projects in the past five years is required, with at least one project valued at 80% of the estimated cost, two projects at 50%, or three projects at 40%. Contractors must also provide an affidavit confirming they have not been blacklisted by any government or semi-government organization.

The EMD must be deposited online through the eChhawani portal, and payment receipts must be uploaded with the technical bid. Any bids without a valid EMD submission will be rejected. The security deposit, equivalent to 5% of the estimated project cost, will be refunded only after successful completion of the project and operation period, subject to satisfactory performance.

The Cantonment Board has emphasized compliance with statutory requirements, including labour laws, GST regulations, and environmental standards. Contractors must ensure the timely completion of work, as liquidated damages will apply in case of delays. The tender also specifies that all PV modules and system components must conform to BIS or IEC standards, with warranties and performance guarantees provided for up to 25 years on modules and five years on workmanship.

This tender marks a significant step by the Ferozepur Cantonment Board towards adopting renewable energy solutions for public infrastructure. The project not only aims to reduce dependence on conventional electricity but also reflects the growing role of decentralized solar in promoting sustainability at the community level.
