The Ministry of Power has confirmed that recent cancellations of grid connectivity for several renewable energy (RE) projects in India were triggered by developer-side delays, not constraints in the national transmission network. The update was provided in a written response to the Rajya Sabha by Union Minister of State for Power, Shri Shripad Yesso Naik.
According to the Central Transmission Utility of India Limited (CTUIL), connectivity for 24 renewable project developersโrepresenting 6,343 MW of proposed clean energy capacityโhas been revoked since 2022. The Ministry cited non-compliance with development milestones, including land documentation, financial closure, and commissioning deadlines, as the primary reasons behind the cancellations.
The move forms part of Indiaโs broader enforcement and compliance efforts as the country accelerates toward its 500 GW non-fossil fuel generation capacity target by 2030. To date, 259 GW of non-fossil energy capacity has already been integrated into the national grid.
Transmission Expansion on Track
The Ministry reassured stakeholders that the revocations were unrelated to transmission infrastructure delays. Key highlights of Indiaโs transmission expansion include:
- 172 GW of ISTS (Inter-State Transmission System) capacity currently under construction
- 19 GW under active bidding
- 152 GW of intra-state evacuation infrastructure being coordinated with states
This integrated nationalโstate transmission strategy aims to ensure smooth integration of renewable sources, including solar, wind, hydro, and nuclear power.
Legal Proceedings Underway
Sixteen developers have approached the Central Electricity Regulatory Commission (CERC) seeking protection against the revocation orders, indicating potential legal and operational challenges ahead.
State-Wise Impact of Revoked Capacity
| State | Locations | Developers | Total Proposed (MW) | Revoked (MW) | Primary Reason |
|---|---|---|---|---|---|
| Karnataka | Koppal PS, Gadag PS | 6 | 1,500 | 1,500 | Non-compliance, land issues |
| Tamil Nadu | Tuticorin-II PS | 1 | 250 | 32 | COD delay |
| Maharashtra | Solapur, Kallam | 8 | 1,090 | 1,090 | COD delay, financial closure issues |
| Gujarat | Jam Khambhaliya, Bhuj | 6 | 3,243 | 2,871 | Land and financial closure delays |
| Rajasthan | Fatehgarh-II, Bikaner-II | 3 | 850 | 850 | COD not achieved |
The governmentโs move underscores a stricter compliance framework designed to ensure timely renewable deployment while safeguarding grid readiness and infrastructure planning.
