CEL To Develop 4.125 MW On-Campus Solar Power Plant At IIT Kharagpur In West Bengal

Central Electronics Limited (CEL), a leading public sector enterprise, has announced a major solar power project at the Indian Institute of Technology (IIT) Kharagpur in West Bengal. The project marks an important step toward building a sustainable and energy-efficient campus and reflects the growing focus on clean energy adoption by Indiaโ€™s top academic institutions.

Under this initiative, CEL will be responsible for the design, engineering, and supply of the complete Balance of System, including solar photovoltaic modules. The scope of work also covers the procurement, installation, and commissioning of a 4.125 MW (AC) grid-connected solar photovoltaic power plant at the IIT Kharagpur campus. Once completed, the plant will generate clean electricity directly on campus and reduce dependence on conventional power sources.

The 4.125 MW solar plant is expected to help IIT Kharagpur significantly cut its carbon footprint while ensuring long-term energy savings. By producing renewable power on-site, the institute can reduce its electricity expenses, allowing savings to be redirected toward academic activities, research facilities, and student development programs. The project also aligns with national clean energy goals and Indiaโ€™s push toward greater use of solar power in public institutions.

CEL has floated a tender for the project, referenced as C-2(b)/WC/0700/2526/0009. The tender was officially published on December 23, 2025. Interested bidders are required to submit a two-packet bid, consisting of a technical bid and an online price bid. The technical bid must include all required documents, such as product catalogues and relevant registration certificates, in line with the eligibility criteria. The price bid must be submitted separately through the online Bill of Quantities (BOQ) file.

To participate in the tender, bidders must meet specific financial requirements. An Earnest Money Deposit of โ‚น36,00,000 is mandatory for all participants. This amount is intended to ensure serious participation in the bidding process. In addition, the successful bidder will be required to furnish a Performance Bank Guarantee equal to 5 percent of the total contract value. The PBG will serve as a safeguard to ensure proper execution, performance, and maintenance of the solar power plant as per the contract terms.

The tender process follows a clearly defined timeline. The tender issue and publishing date, along with the start of document download and bid submission, are December 23, 2025, at 11:00 hours. The last date for document download and bid submission is January 10, 2026, at 15:00 hours. The technical bids will be opened on the same day at 15:30 hours.

Beyond energy savings and environmental benefits, the solar project will also serve as a practical learning resource for students and researchers at IIT Kharagpur. The on-campus solar installation will offer real-world exposure to renewable energy systems, supporting education, innovation, and awareness around sustainability. The project highlights how collaboration between public sector enterprises and educational institutions can play a key role in advancing Indiaโ€™s clean energy transition.
