NTPC Floats Tender For Solar Panel Installation At Bihar Government School Under Make In India Push

NTPC Limited, a leading Government of India enterprise, has issued a Notice Inviting Tender (NIT) for a new solar infrastructure project under its USSC Raipur division. The project involves the supply and installation of solar panels at a Government High School in Shivanpur, located near the Nabinagar Super Thermal Power Station in the Aurangabad district, Bihar. This initiative is part of efforts to promote renewable energy use in educational institutions and strengthen clean energy adoption at the grassroots level.

The tender has been classified as a โ€œWorks Contract,โ€ and the bidding process will follow a percentage-based system. Under this method, bidders are required to quote either a premium or a discount over the rates mentioned in the Bill of Quantities (BOQ). The evaluation will be conducted on a lump sum or item-wise basis, depending on the submitted bids. NTPC has also clarified that if a bidder registered under GST leaves the tax rate blank or enters โ€œzero,โ€ the quoted price will be considered inclusive of all applicable taxes, leaving no scope for later revisions.

A key condition of this tender is its alignment with the Government of Indiaโ€™s Make in India initiative. Only Class-I local suppliers, defined as those having at least 50 percent local content in their offerings, are eligible to participate in the bidding process. This requirement aims to encourage domestic manufacturing and support local industry. However, the tender document clearly states that Micro and Small Enterprises (MSEs) will not receive any special benefits such as purchase preference or exemption from Earnest Money Deposit (EMD), as the contract falls under the works category.

From a financial standpoint, bidders must submit an Earnest Money Deposit of โ‚น1,00,000. This amount must be paid online through the NTPC e-tendering portal, as traditional payment methods like Demand Drafts and Bankerโ€™s Cheques are no longer accepted. Alternatively, bidders can provide the security in the form of an electronic Bank Guarantee through the NeSL platform. The tender also specifies a mobilization period of seven days from the date of issuance of the Letter of Award. The document was digitally signed on March 16, 2026, and further submission timelines are being managed through the GePNIC portal. This project reflects NTPCโ€™s continued focus on expanding renewable energy infrastructure while supporting local manufacturing and sustainable development.
