The Military Engineer Services (MES) has invited tenders for the comprehensive maintenance of a 6 MW solar photovoltaic (SPV) plant located under the Garrison Engineer (U) at Meerut Cantonment. The project, listed under CA No: CWE/MRT/OF 2025-2026, has an estimated value of Rs. 47 lakh and is expected to be completed within 330 days.
The tender is open to both enlisted and unenlisted contractors. Firms already registered with MES must fall under Class โDโ or above and should have a satisfactory performance record. Meanwhile, unenlisted contractors can also apply if they meet the eligibility criteria required for โDโ Class enlistment, including financial benchmarks such as annual turnover and solvency, as outlined in the MES Manual on Contracts 2020.
To qualify, bidders must either hold a valid solar rating or have a notarized Memorandum of Understanding with a channel partner approved by the Ministry of New and Renewable Energy (MNRE). Experience in solar projects is an important requirement. Contractors must have completed solar power plant projects for government departments or public sector undertakings in the last seven years. The past project should meet certain capacity benchmarks, including at least one project equivalent to 80% of the current plant capacity.
The bidding process will be conducted online through the Defence Procurement Portal. It follows a two-cover system. The first cover will include technical details such as enlistment status, tender fee payment, and qualification documents. The second cover will contain the financial bid submitted by the contractor.
There are also financial conditions attached to the tender. Contractors must pay a non-refundable tender fee of Rs. 500 through a demand draft. An Earnest Money Deposit of Rs. 94,000 is required, although bidders can submit a bid security declaration instead of cash deposit through a notarized affidavit. The selected contractor must also provide a Performance Bank Guarantee equal to 5% of the total contract value within 28 days of receiving the Letter of Acceptance.
The tender was issued in January 2026 and digitally verified on February 10, 2026. While the exact submission deadlines are available on the procurement portal, bidders must ensure that physical documents such as EMD and tender fees reach the office of HQ Commander Works Engineers in Meerut within five days after the submission deadline.
MES has stated that it reserves the right to reject any bid without selecting the lowest offer. In case of technical rejection, contractors can submit appeals to the HQ Chief Engineer, Bareilly Zone.
