BHEL Invites Bids For 1.13 MW Rooftop Solar Project With 4.52 MWh BESS In Hyderabad

Bharat Heavy Electricals Limited (BHEL), Hyderabad, has invited bids from developers to set up a rooftop solar project combined with battery storage at its premises. This is aimed at selecting a Solar Project Developer (SPD) for installing a grid-connected rooftop solar PV system of about 1130 kWp along with a 4520 kWh Battery Energy Storage System (BESS).

The project will be developed on a Build-Own-Operate-Maintain (BOOM) basis, meaning the selected developer will invest in, operate, and maintain the system while supplying power to BHEL. A Power Purchase Agreement (PPA) will be signed between BHEL and the successful bidder for a period of 25 years at a fixed tariff, ensuring long-term revenue visibility for the developer. The scope of work includes complete responsibility for design, engineering, supply, installation, testing, and commissioning, along with building the required power evacuation system to connect with BHELโ€™s substation.

A key technical condition in the tender is that the battery system must be charged only through solar power. Charging from the grid is not allowed under any circumstances. The battery is expected to discharge power for up to four hours per day during peak demand periods. In addition, the system must achieve a minimum round-trip efficiency of 85% on an AC-to-AC basis, ensuring efficient energy storage and utilization.

The bidding process has already started, with the tender issued on May 4, 2026. The last date for online submission of bids is May 14, 2026, at 9:00 AM, and the techno-commercial bids will be opened on the same day at 12:30 PM. The selected bidder must achieve financial closure within three months from the effective date of the PPA and complete project commissioning within six months.

In terms of financial commitments, bidders must submit an Earnest Money Deposit (EMD) of Rs. 20 lakh, although MSMEs registered under NSIC or Udyog Aadhar are exempt. A Performance Bank Guarantee (PBG) of Rs. 60 lakh is also required before signing the PPA or within 21 days of receiving the Letter of Intent.

To qualify, bidders must have prior experience of at least 3 MWp in solar projects and 24 MWh in battery storage systems. They must also meet financial criteria, including a minimum net worth of Rs. 100 lakh and an annual turnover of Rs. 500 lakh for FY 2024-25. The selection will follow a two-bid system and an e-reverse auction to finalize the lowest tariff. BHEL has stated that it may accept or reject any bid without giving reasons.
