The Military Engineer Services (MES) has invited bids for a major renewable energy project at Mhow, focusing on the long-term operation and maintenance of a 5 MW solar photovoltaic (SPV) power plant. The tender, issued under contract number CEJZ/MHOW/51 (T) of 2025-26, comes with an estimated project cost of ₹866.85 lakh at current market rates. The project falls under the jurisdiction of GE MCTE Mhow and reflects continued efforts to ensure the efficient functioning of existing solar infrastructure.
The scope of work includes complete maintenance, manning, and operation of the solar plant for a period of 10 years. This makes it a long-term service contract rather than a construction project. The tender is open to contractors enlisted with MES under Class ‘S’ and category b(ii). However, contractors who are not enlisted can also participate if they meet the required criteria. These include financial strength, such as adequate annual turnover and bank solvency, along with proven experience in handling similar projects for government departments or public sector undertakings.
The bidding process is being carried out through the official e-procurement portal. Interested bidders must submit their proposals in two parts. The first cover will include the technical bid, and the second will contain the financial bid. Only those who qualify technically will have their financial bids considered.
To participate, bidders must arrange an Earnest Money Deposit (EMD) of ₹7,58,500 in favor of GE MCTE Mhow. In addition, a non-refundable fee of ₹3,000 is required for the tender documents. This payment must be made through a demand draft or banker’s cheque. Once the contract is awarded, the successful bidder must submit a Performance Bank Guarantee within 28 days. There is also an option to adjust the EMD towards this performance security.
The tender was officially approved on May 5, 2026. While key submission dates are listed on the e-procurement portal, bidders must also ensure that original physical documents, including EMD and tender fees, are submitted within five days after the bid submission deadline.
Contractors are advised to visit the project site at Mhow before submitting their bids to better understand the requirements. The Chief Engineer of Jabalpur Zone will act as the accepting authority. Bidders must follow all guidelines carefully, as any deviation, including submission of conditional bids or failure to sign the Integrity Pact, may lead to rejection.
