ECOWAS Launches Tender For Solar Electrification Of 32 Public Facilities Across Nigeria Under World Bank-Funded ROGEAP Project

The Economic Community of West African States (ECOWAS) Commission has initiated an international competitive bidding process for a major solar energy project under the Regional Off-Grid Electricity Access Project (ROGEAP) Nigeria Pilot Project. The initiative is supported by the World Bank through an International Development Association (IDA) grant and aims to improve access to clean and reliable electricity in underserved communities across Nigeria.

The project focuses on the supply, delivery, installation, commissioning, and long-term maintenance of solar power systems for public institutions. Specifically, the initiative will provide renewable energy solutions to 25 primary health care facilities and seven public schools located in Niger State, Nasarawa State, and the Federal Capital Territory (FCT). The Government of Nigeria will support the operational and maintenance costs associated with the installations.

To facilitate implementation, the procurement process has been divided into four separate lots. Lot 1 includes the installation of solar systems for health care facilities in Niger State, comprising fifteen 10 kWp systems, one 15 kWp system, and one 20 kWp system. Lot 2 covers six 50 kWp solar power systems for public schools in Niger State. Lot 3 focuses on health care facilities in the Federal Capital Territory and includes three 15 kWp systems, one 20 kWp system, and one 50 kWp system. Lot 4 includes three 5 kWp systems for health centers and one 110 kWp solar installation for a public school in Nasarawa State.

Selected contractors will be responsible for conducting technical studies, engineering design, equipment supply, installation, testing, commissioning, and maintenance of the systems. The deployment phase is expected to be completed within six months, followed by a five-year defects liability and warranty period after commissioning.

Interested bidders can obtain the bidding documents free of charge through the official ECOWAS and Rural Electrification Agency platforms or by submitting a request via email. To assist potential participants, a virtual pre-bid meeting will be held on June 11, 2026, at 11:00 AM GMT+1. The session will provide clarifications on technical and procurement requirements. Non-mandatory site visits will also be organized following the meeting.

The deadline for the electronic submission of password-protected bids is July 2, 2026, at 10:00 AM GMT+1. Any submissions received after this deadline will not be considered. Bid opening is scheduled for the same day at 11:30 AM GMT+1 through a live videoconference, during which bidders will be required to provide their file encryption passwords.

Bids must remain valid for 120 days from the submission deadline. Participants are also required to provide Bid Security guarantees ranging from US$2,500 to US$10,000 depending on the lot. While Performance Bank Guarantee requirements have not been specified in the notice, detailed conditions are expected to be outlined in the official bidding documents.
