EDF Power Solutions Secures 30-Year PPA with SCPPA for 300 MW Solar Project, Supporting California’s Clean Energy Transition

The Southern California Public Power Authority (SCPPA) has secured a long-term renewable energy supply agreement for a 300 MW solar project that will support California’s ongoing transition toward a carbon-free electricity system.

Under the 30-year power purchase agreement, SCPPA will procure electricity from the Utah Solar 1 project, a utility-scale solar facility being developed in Millard County, Utah. The project is expected to deliver renewable power to participating public utilities, including the Los Angeles Department of Water and Power (LADWP), beginning in 2027.

The agreement represents another step in California’s efforts to diversify its clean energy portfolio and secure reliable long-term renewable power sources to meet growing electricity demand while advancing decarbonisation goals.

With a planned capacity of 400 MWdc (300 MWac), the solar facility will generate utility-scale renewable electricity that can be transmitted across state lines to serve consumers in Southern California. The project reflects the increasing role of regional energy cooperation in supporting the clean energy transition across the western United States.

Industry stakeholders view long-term renewable energy procurement agreements as critical for ensuring energy price stability, improving grid reliability and supporting state-level climate commitments. The deal also underscores the growing trend of sourcing renewable energy from resource-rich regions outside California to meet the state’s ambitious clean energy targets.

Beyond supplying renewable electricity, the project is expected to contribute to regional economic development through job creation during construction and long-term tax revenue generation in the host community.

As utilities continue to pursue clean energy procurement strategies, agreements such as the Utah Solar 1 power purchase arrangement are expected to play a key role in supporting California’s objective of building a more resilient and sustainable electricity system.
