The Ministry of New and Renewable Energy (MNRE) has expanded the implementation framework of the PM Surya Ghar: Muft Bijli Yojana by adding two new public sector entities as Scheme Implementation Partners (SIPs). In an official memorandum issued on June 11, 2026, the ministry announced that Rajasthan Electronics & Instruments Limited (REIL) and REC Power Development & Consultancy Limited (RECPDCL) have been designated as additional partners to support the deployment of rooftop solar projects on government buildings across the country.
The decision forms part of the governmentโs broader efforts to accelerate the adoption of solar energy in public infrastructure. The PM Surya Ghar: Muft Bijli Yojana aims to promote rooftop solar installations on a large scale, with government-owned buildings identified as priority locations for implementation. To achieve this objective, the ministry has been assigning experienced Central Public Sector Enterprises (CPSEs) with expertise in renewable energy to assist various Central Ministries, Departments, and State and Union Territory administrations.
The latest directive builds upon the operational guidelines issued by MNRE on July 3, 2024. These guidelines established a framework for saturating government buildings with rooftop solar systems and outlined the role of designated implementation partners in supporting government agencies throughout the installation process.
According to the memorandum, signed by Scientist D, Anubhav Uppal, the ministry retains the authority under the scheme guidelines to periodically review and expand the list of Scheme Implementation Partners whenever required. The inclusion of REIL and RECPDCL has been undertaken to strengthen implementation capacity and provide additional support to government bodies involved in rooftop solar deployment.
The ministry believes that the addition of these two organizations will help improve coordination, technical assistance, project planning, and execution across different regions. Their involvement is expected to facilitate faster implementation of rooftop solar projects and contribute to achieving the schemeโs clean energy objectives.
The memorandum also clarifies an important financial aspect of this component of the programme. It states that no Central Financial Assistance (CFA) or subsidy will be provided for rooftop solar installations on government buildings under this arrangement. Instead, the designated Scheme Implementation Partners will focus on offering technical guidance, project management support, and deployment assistance to ensure smooth and timely execution of projects.
To ensure effective implementation, the ministry has circulated the memorandum to Nodal Officers across Central Ministries, Departments, and all States and Union Territories. The communication is intended to facilitate immediate coordination between government agencies and the newly appointed implementation partners.
Copies of the memorandum have also been shared with the Mission Director of the PM Surya Ghar: Muft Bijli Yojana, the Executive Director of the scheme at REC Limited, and senior leadership of both REIL and RECPDCL. The directive has been issued with the approval of the Honโble Minister for New and Renewable Energy, reflecting the governmentโs continued commitment to expanding clean energy adoption and strengthening rooftop solar deployment across public infrastructure in India.
