NTPC Limited has invited Expressions of Interest (EOI) from experienced global consulting firms to support the development of large-capacity Pressurized Water Reactor (PWR)-based nuclear power projects in India. The initiative is part of the company’s plans to expand its presence in the nuclear power sector and contribute to the Government of India’s target of achieving 100 GW of nuclear power capacity by 2047 under the Viksit Bharat 2047 vision.
The EOI is aimed at identifying qualified consultants who can provide comprehensive pre-award consultancy services for upcoming nuclear power projects with a capacity of 1,000 MW and above. Through this exercise, NTPC intends to assess the availability of capable consultants and refine the scope of work before issuing a formal tender for the assignment.
The selected consultant will play a key role in preparing the groundwork for future nuclear power projects. The scope of work includes preparing detailed project cost estimates using international benchmarking methods, drafting standardized global tender documents, and developing technical specifications and qualification requirements for bidders. The consultant will also establish frameworks for pre-bid communication, respond to bidder queries, and support NTPC during the bid process.
In addition, the consultant will carry out detailed techno-commercial evaluations of bids received during the future tender process. The assignment also includes providing contract award support by preparing negotiation documents, assisting in discussions with bidders, and helping finalize the contract structure for project execution.
NTPC has laid down specific eligibility requirements for interested consulting firms. Applicants must have proven experience in nuclear power projects and should possess in-house expertise in at least two of three key areas. These areas include preparation of tender documents, technology evaluation for licensability, and techno-commercial bid evaluation. If a firm does not have expertise in one of these domains, it may collaborate with Subject Matter Experts (SMEs) or other external consultants to meet the requirements.
The EOI also states that firms from countries sharing a land border with India must comply with the registration requirements of the Competent Authority under the Department for Promotion of Industry and Internal Trade (DPIIT), in line with the Government of India’s procurement guidelines.
The invitation does not require an Earnest Money Deposit (EMD) at this stage. Since the process is only an Expression of Interest and not a formal bidding exercise, there is also no requirement for a Performance Bank Guarantee (PBG). NTPC has clarified that these commercial conditions may be specified later when the formal tender for selecting the consultant is issued.
The EOI was published on July 6, 2026, and interested firms have 30 days from the publication date to submit their responses. The submitted applications will be opened at 3:00 PM (IST) on the final submission date.
Interested consulting firms must submit their completed application forms and supporting annexures in soft copy via email to Mr. Eswar Kalyan K, AGM (Nuclear Cell), at eswarkalyan@ntpc.co.in. All documents must be properly signed and stamped by an authorized representative to be considered for evaluation. Through this initiative, NTPC aims to build a strong pool of experienced consultants to support India’s next phase of nuclear power expansion.
