Solar Energy Corporation of India Limited (SECI), a Navratna Central Public Sector Enterprise under the Ministry of New & Renewable Energy (MNRE), has invited bids for the long-term leasing of agricultural land for setting up Agri-Photovoltaic (Agri-PV) power plants in the National Capital Territory of Delhi.
The Request for Proposals (RfP) covers approximately 20 acres of agricultural land divided into two parcels of 10 acres each. The first parcel is located within the revenue boundaries of Issapur Village, while the second is situated in Dhansa Village, both under Najafgarh Tehsil in Southwest Delhi. The offered land must fall within a 1 km radius of the GPS coordinates specified by SECI for each parcel.
Under the tender, selected landowners will enter into a direct and registered lease agreement with SECI for a period of 27 years. The lease may be extended further through mutual consent between the parties. Sub-leasing of the land will not be permitted under the applicable laws of the National Capital Territory of Delhi.
The Agri-PV initiative is aimed at combining agricultural cultivation with solar power generation by using elevated solar structures. The model is expected to support the dual use of agricultural land while contributing to India’s renewable energy expansion and the broader target of achieving 500 GW of non-fossil fuel-based capacity by 2030.
Eligible bidders include individual Bhumidhar landowners, legal heirs possessing valid succession documents, and authorized land aggregators or attorneys holding registered Power of Attorney. The proposed land must have a clear and unencumbered title, updated revenue records and all-weather motorable road connectivity. Sites with overhead high-tension transmission lines or applicable environmental restrictions will not qualify.
SECI will follow a single-stage, two-envelope bidding process comprising techno-commercial and financial bids. The bids will primarily be evaluated on the basis of the lowest Evaluated Bid Value (EBV), linked to the annual lease rent offered by the bidders.
The tender was released on September 9, 2026. The deadline for submitting bids is October 7, 2026, at 14:00 HRS, while the techno-commercial bids will be opened on October 8, 2026, at 16:00 HRS. The date for opening financial bids will be announced separately for technically qualified bidders.
The tender processing fee is ₹25,000 plus 18% GST, totaling ₹29,500. An EMD of ₹50,000 is required for each bid. The EMD can be submitted through NEFT/RTGS, Demand Draft or Bank Guarantee with a minimum validity of 180 days from the bid submission date. Registered Micro and Small Enterprises are exempt from the processing fee and EMD. No Performance Bank Guarantee is applicable under the tender.
