The Solar Energy Corporation of India Limited (SECI) has issued a Request for Selection (RfS) for setting up 4,083.75 kW of grid-connected rooftop solar photovoltaic (PV) projects across 13 institutions of the Central Agricultural University (CAU), Imphal. The tender, bearing reference number SECI/C&P/IPP/11/0008/26-27, was issued on September 18, 2026.
The projects will be developed under the Renewable Energy Service Company (RESCO) model through tariff-based competitive bidding. Under the arrangement, selected Solar Power Developers (SPDs) will build, own and operate the rooftop solar systems and enter into individual Power Purchase Agreements (PPAs) with the respective CAU client organizations.
The PPAs will have a tenure of 25 years from the date of project commissioning. The selected developers will be responsible for the complete design, engineering, supply, installation, testing and commissioning of the projects. They will also undertake operations and maintenance (O&M) activities throughout the 25-year PPA period.
The 13 projects are spread across several locations in the North Eastern states. The largest project is a 765 kW installation at CCS, Tura, followed by a 720 kW project at CVSc & AH, Selesih, and a 495 kW project at CHF, Pasighat. Other projects include capacities of 390 kW at CoA, Iroisemba; 360 kW at CPGSAS, Meghalaya; 225 kW each at CoH, Thenzawl and CAU Model Fish Farm, Lamphelpat; and 191.25 kW at CVSc & AH, Jalukie.
The tender requires bidders to submit project-wise Earnest Money Deposits (EMDs), with amounts linked to individual project capacities. The EMD ranges from ₹40,095 for the 40.50 kW CoA, Pasighat project to ₹7,57,350 for the 765 kW CCS, Tura project.
Selected developers will also have to provide a Performance Bank Guarantee (PBG) calculated at ₹3,715 per kW for the cumulative capacity covered by the signed PPA. The PBG must remain valid until nine months beyond the Scheduled Commissioning Date (SCD).
The bid processing fee is ₹6,000, inclusive of GST, while successful bidders will pay SECI a service charge of ₹1,485 per kW plus GST in two equal installments. Micro and Small Enterprises with valid Udyam registrations are exempt from the bid processing fee and EMD requirements.
The SCD is set at seven months from the effective date of the PPA, with a maximum six-month grace period subject to applicable penalties. PPAs must be signed within 30 days of the Letter of Award, while bids must remain valid for 12 months from the final submission date.
