NTPC Limited, a Government of India enterprise, has invited bids for the supply, installation, commissioning and comprehensive annual maintenance of a rooftop solar power system at NTPC Talcher Thermal Township. The tender has been issued under Notice Inviting Tender number NTPC/USSC-CPG1/9900335202 and will be conducted through a domestic competitive bidding process.
The project will be funded entirely through NTPC’s internal resources. The company will follow a single-stage, two-envelope bidding process through its official e-procurement portal. The tender falls under the works category and covers the complete implementation of the rooftop solar project, from equipment procurement to installation and maintenance.
The scope of work includes the supply of solar equipment, field erection, testing and inspection at the manufacturer’s works, transit insurance, transportation, delivery and storage at the project site. The selected contractor will also be responsible for the structural and civil works required for installing the rooftop solar system. These requirements place responsibility for the project’s execution and associated activities on the successful bidder.
NTPC has restricted participation to Class-I local suppliers meeting the minimum 60% local content requirement under the Public Procurement Order issued by the Department for Promotion of Industry and Internal Trade (DPIIT). Bidders must demonstrate relevant experience in grid-connected solar photovoltaic projects to qualify for the tender.
For technical eligibility, bidders must have successfully executed at least one grid-connected solar power plant with a minimum capacity of 100 kWp. They must also demonstrate cumulative execution of at least 250 kWp through one or multiple orders. The reference project of at least 100 kWp must have been operating successfully for a minimum of six months before the techno-commercial bid opening date.
Financial eligibility requires bidders to demonstrate an average annual turnover of at least ₹161 lakh during the preceding three financial years. Holding company financial credentials and certificates issued by chartered accountants with valid Unique Document Identification Numbers may be accepted under the specified guidelines. Companies from countries sharing a land border with India must also possess valid registration from the competent authority to participate.
The tender specifies an Earnest Money Deposit (EMD) of ₹2 lakh, which is compulsory for all bidders. NTPC has explicitly ruled out exemptions, including those for Micro and Small Enterprises. Bids submitted without acceptable bid security will be rejected as non-responsive. The EMD must be submitted through an electronic bank guarantee using the NESL platform or through electronic fund transfer on the GePNIC portal. Physical submission is permitted for non-bank-guarantee options under the stated conditions.
NTPC has not specified the Performance Bank Guarantee amount in the tender notice, leaving the applicable requirements to the detailed bidding documents. No tender fee is charged for downloading the documents.
The pre-bid meeting is not applicable. Important dates, including the bid submission deadline and technical bid opening, must be checked on the live e-tender portal. The price bid opening date will be communicated separately to eligible bidders.
