Recently Karnataka Electricity Regulatory Commission (KERC) issued amended Karnataka Electricity Regulatory Commission(Procurement Of Energy from Renewable Sources), regulation, 2011.
The New regulation termed as “Karnataka Electricity Regulatory Commission (Procurement Of Energy from Renewable Sources), regulation 2022”. The amended new regulation is projected to RPO fulfillment of DISCOMs and eligible entities beyond 2021-2022 to 2029-2030 time period. Recently Ministry of Power (MoP), Government of India (GoI), notified the trajectory for Hydro Power Purchase Obligation (HPO), for the period from 2021-22 to 2029-2030, which also need to be included in any state regulation.
Keeping in sync with the present scenario, Karnataka regualtory commission proposed amendment for RPO trajectory for the state of Karnataka from 21-22 to 29-30 time frame.
The rule is effective from 01.04.2022.
Amended Regulation :
Caluse 4(i) : Every DISCOM shall purchase a minimum quantity of electricity from RE sources of energy, expressed as a percentage of its total procurement, exceeding the procurement from hydro power during a financial year, as specified below.

Any DISCOM failing to achieve the specified non-solar RPO , for the relevant year, 85% shall be permitted to meet the shortfall by Solar or Hydro energy or Solar or Hydro RECs purchase beyond the specified Solar RPO or HPO for that relevant year.
Similarly, DISCOM failing to achieve the specified solar RPO or any part thereof, for the relevant year , within the timeframe, any DISCOM failing to achieve the specified non-solar RPO , for the relevant year, 85% shall be permitted to meet the shortfall by non Solar or Hydro energy or non Solar or Hydro RECs purchase beyond the specified Solar RPO or HPO for that relevant year.
Accordingly, grid connected captive open access consumers RPO obligation amended for FY 22-30 time period.
New clause inserted in the form of Hydro Power Purchase Obligation (HPO).

Hydro power plants should be commissioned after 08.03.2019 and upto 31.03.2030.
