CEA’s Blueprint: Minister for Power Unleashes Electricity Distribution Network Planning Criteria

In a recent Review Planning & Monitoring (RPM) meeting convened in New Delhi, chaired by Union Minister for Power and New & Renewable Energy, Shri R. K. Singh, crucial developments in the power sector unfolded. The meeting was attended by key stakeholders, including the Secretary (Power) and Secretary (MNRE) from the Government of India, along with Additional Chief Secretaries, Secretaries, and Principal Secretaries responsible for Power/Energy from various states, along with CMDs of State Power Utilities.

During the meeting, the Minister unveiled the third edition of the Consumer Service Ratings of DISCOMs, evaluating their performance for the fiscal year 2022-23. Notably, NPCL (Uttar Pradesh), BRPL (Delhi), BYPL (Delhi), and TPDDL (Delhi) secured the highest A+ ranking among the 62 rated DISCOMs in the nation, fostering healthy competition among them.

Furthermore, the Minister launched Powerthon 2024, an initiative inviting startups and entrepreneurs with innovative solutions for power DISCOMs’ challenges to participate in an incubation program. This program will provide guidance, resources, and nurturing by established domestic incubators.

In addition, the Minister released the Electricity Distribution Network Planning Criteria formulated by the Central Electricity Authority, covering various aspects of distribution planning processes, including the integration of smart technologies.

Addressing the stakeholders, Shri Singh acknowledged the significant progress in the power sector, with a notable increase in daily power supply availability in both rural and urban areas. Despite milestones, he expressed concern over the ACS-ARR gap’s rise and urged distribution utilities to enhance viability to attract future investments.

The Minister highlighted the importance of resource adequacy for the country’s economic growth, emphasized the need for agricultural feeder segregation, and stressed on the benefits of increasing rooftop solar installations. He also urged readiness to meet the anticipated surge in demand during the upcoming summer season.

The Minister pointed out that tariffs should be reflective of cost of supply and should be up to date and, it was further suggested that realistic / prudent loss reduction trajectories should be adopted by Regulatory Commissions to ensure viability of DISCOMs. He emphasised on the importance of correct subsidy accounting by the DISCOMs and timely payment of subsidy and Government dues by respective State Governments. DISCOMs were advised to undertake prepaid Smart Metering and on priority for Government offices, to overcome the issue of outstanding Government Department dues.

The stakeholders discussed various interventions required at both state and central levels to simplify rooftop solar installations and ensure timely payments and subsidy accounting. The meeting concluded with an emphasis on overcoming challenges and completing projects promptly to meet the growing demand.
