SJVN Invites Bids for Rooftop Solar Projects on Government Buildings Under PM Surya Ghar Scheme

SJVN Limited has issued an Expression of Interest (EOI) for the empanelment of vendors to design, supply, install, test, and commission grid-connected rooftop solar power projects across government buildings in India under the PM Surya Ghar: Muft Bijli Yojana.

Project Overview: The empanelment process will be conducted in two stages. Stage-I involves vendor empanelment, while Stage-II will include the selection of vendors from the empaneled list through competitive bidding. This process aims to streamline the implementation of solar projects on government buildings managed by Central/Union Ministries, Departments, and various states.

Eligibility Criteria:

  • Company Status: Bidders must be a company as defined in the EOI. Bidding consortia must designate a lead member and form a Project Company registered under the Companies Act, 2013, maintaining the consortium’s original shareholding.
  • Foreign Participation: Foreign companies can participate independently or as part of a consortium. If selected, they must establish a Special Purpose Vehicle (SPV) in India with at least 51% shareholding and comply with Foreign Direct Investment regulations.
  • Registration Requirement: Bidders from countries sharing a land border with India must be registered with the Competent Authority. Any bidder with a technology transfer arrangement with such entities must also meet registration requirements.
  • Exclusions: Limited Liability Partnership (LLP) firms are not eligible. Bidders must not be willful defaulters or barred by any government authority or international financial institution.
  • Special Purpose Vehicle (SPV): Successful bidders must establish an SPV with at least 51% shareholding before the award of work. Multiple SPVs may be used for different projects.

Incentives and Financial Details: Bidders can avail themselves of fiscal incentives such as Accelerated Depreciation, Concessional Customs and Excise Duties, and Tax Holidays. These incentives will not affect bid comparisons or project costs. No central financial assistance will be provided under this scheme for government buildings.

  • Submission Deadline: August 8, 2024, by 11:00 Hrs
  • Technical Bid Opening: August 8, 2024, at 15:00 Hrs
  • EOI Document Fee: INR 5,900 (including GST), payable via NEFT/RTGS transfer.
  • Pre-Bid Meeting: July 30, 2024, at 15:00 Hrs, with an option to join via Microsoft Teams.
