ADB Launches New 2024-2028 Partnership Strategy For Uzbekistan To Drive Green Economy

The Asian Development Bank (ADB) has introduced a new five-year country partnership strategy for Uzbekistan, spanning from 2024 to 2028. This strategy aims to support Uzbekistan’s transition towards a green and inclusive economy while aligning with the government’s long-term development vision, “Uzbekistan-2030.”

The ADB’s strategy will focus on facilitating Uzbekistan’s shift to a green economy, enhancing private sector development, and promoting investments in human capital. It will address key sectors including energy, public sector management, finance, transport, agriculture, natural resource management, and urban development. The strategy also emphasizes improvements in education and social protection.

“ADB’s new partnership strategy for Uzbekistan will support the country in achieving its strategic goals in transitioning to a green economy by 2030,” said Eugene Zhukov, ADB Director General for Central and West Asia. “As a long-term trusted partner of Uzbekistan, ADB remains committed to helping the country sustain its robust economic expansion and reduce poverty even amid external global and regional shocks.”

Key Areas of Intervention

1. Private Sector Development: ADB will enhance macroeconomic and fiscal reforms and support the transformation of state-owned enterprises for privatization. The bank plans to improve domestic financial markets and infrastructure, and expand its support to the private sector through direct non-sovereign financing and public–private partnerships.
2. Human Capital Development: The strategy will focus on improving education quality and inclusivity, increasing access to health and social services, and strengthening social protection for vulnerable populations.
3. Co-Financing and Partnerships: ADB will expand its co-financing partnerships and engage with domestic and international companies, investors, and business associations. The bank will also continue collaborating with civil society organizations to combat climate change, advocate for gender equality, and support vulnerable groups.

Since joining ADB in 1995, Uzbekistan has received a total of $12.5 billion in loans, grants, and technical assistance from the bank. This new strategy reaffirms ADB’s commitment to achieving a prosperous, inclusive, resilient, and sustainable Asia and the Pacific while continuing efforts to eradicate extreme poverty.
