Navigating Growth: India’s Expanding Presence In The Global Solar PV Market

In recent years, India has emerged as a significant player in the global solar photovoltaic (PV) market, thanks to its abundant sunlight and strong commitment to renewable energy. The country’s growth is closely linked to two key Harmonized System of Nomenclature (HSN) codes: 85414200, which covers photovoltaic cells not yet assembled into modules, and 85414300, which refers to cells that are part of finished solar panels. These codes are essential for understanding India’s solar export landscape, especially as it aims to become a leading exporter of solar technology.

In 2024, India saw a remarkable increase in solar module exports, with the United States becoming the largest market for Indian solar panels. However, a significant challenge remains: while India excels in manufacturing solar modules, it struggles to produce enough solar cells competitively. This gap has led the Indian government to implement the Approved List of Models and Manufacturers (ALMM), which aims to boost domestic solar panel production by prioritizing locally-made solar panels for government projects. The ALMM was introduced on April 1, 2024, and plans to include solar cells by April 2026.

The impact of the ALMM has been swift, with solar module exports reaching ₹88,151.21 lakh in July 2024 alone. In the first seven months of the year, India’s total solar PV exports exceeded ₹10,28,286.28 lakh, with solar modules accounting for ₹10,09,710.14 lakh and solar cells making up ₹18,576.14 lakh. While this policy has successfully encouraged local manufacturers to increase production, concerns have emerged among solar project developers about potential price hikes.

Meanwhile, the global solar market is shifting. Duties on Chinese solar modules imposed by various countries have created new opportunities for Indian manufacturers. With increasing global demand for solar panels, Indian companies can step in to fill the gap left by reduced Chinese exports. However, China’s booming solar manufacturing segment remains a competitive challenge. The country has established itself as a dominant player in solar technology, and its ability to produce cells and modules at lower costs may impact India’s export potential.

The U.S. has also introduced policies aimed at curbing imports of Chinese solar products, seeking to promote domestic manufacturing. These policies could benefit Indian manufacturers, allowing them to capture market share in the U.S. market. Additionally, demand in Europe is rising as countries strive to meet their renewable energy targets, presenting further export opportunities for India. Despite the challenges posed by competition, India’s strong manufacturing capabilities and supportive policy environment position it well for growth. By leveraging these opportunities, India can expand its footprint in the global solar energy market, contributing to sustainable development and economic progress on an international scale.
