Rajasthan Renewable Energy Corporation Limited (RREC) has issued a Request for Proposal (RFP) for empanelment of bidders to design, supply, erect, test, commission, and maintain 282 MW of grid-connected rooftop solar photovoltaic power projects on State Government and State Government Undertaking buildings across Rajasthan. This initiative aims for a 25-year comprehensive operation and maintenance plan for these projects. This RFP allows a minimum bid capacity of 5 MW per bidder, with a maximum cap of 100 MW. Bidders are expected to allocate their capacity bids across the stateโs districts.
The tender document, available for โน5,900 (inclusive of GST), includes essential dates for prospective bidders. A pre-bid meeting is scheduled for November 12, 2024, and the deadline for submitting bids both electronically and physically is November 26, 2024. Opening of the bids will take place on November 27, 2024, with bid validity set for 180 days from the submission deadline.
The tender mandates an Earnest Money Deposit (EMD) or Bid Security of โน8,70,000 per MW, equivalent to 2% of the benchmark cost established by the Ministry of New and Renewable Energy (MNRE). For small-scale industries within Rajasthan, the EMD is reduced to โน2,17,500 per MW, and for other industries considered sick and currently registered with the Board of Industrial and Financial Reconstruction, it is โน4,35,000 per MW. Bidders are also required to submit a non-refundable processing fee of โน2,500. The successful bidder will later be required to furnish a Construction Performance Bank Guarantee (C-PBG) at 3% of the projectโs total cost.
The RREC outlines several conditions for both the beneficiary department (user of the solar facility) and the successful bidder. Beneficiaries must allocate shadow-free roof space based on 100 square feet per kilowatt peak (kWp) and provide electricity bills from the last six months. Successful bidders, upon receiving a Letter of Acceptance (LOA), must complete a site survey and finalize installation locations within these premises. The Comprehensive Operation and Maintenance (O&M) contract covers 25 years, with the first yearโs payment fixed at Rs. 5 lakh per MW, escalating by 3% annually.
Performance rewards are in place for bidders who complete projects early, structured by savings achieved through expedited project readiness. For instance, a project completed 30 days early will qualify for a reward of 8% of the calculated savings, with further increments applied for longer periods.
In terms of technical eligibility, bidders must demonstrate prior experience in designing, installing, and commissioning at least one grid-connected solar PV project with a capacity of at least 5 kWp and a cumulative capacity of 10% of the quoted bid.
