Odisha’s Ambitious Path To 7 GW Solar Power: Leading The Renewable Revolution – Report

Odishaโ€™s renewable energy ambitions have set the stage for significant solar power development, with a target of 7.5 GW solar capacity by 2030. The stateโ€™s current renewable energy capacity, including hydro, stands at 2,938 MW, of which solar comprises 508 MW of ground-mounted, 58 MW of rooftop, and 42 MW of off-grid capacity. To achieve the 2030 target, an additional 6,500 MW of solar capacity needs to be developed. Emerging green hydrogen projects are expected to further increase clean energy demand. Solar projects are concentrated in districts like Balangir, Ganjam, and Kalahandi, reflecting their potential as solar hubs.

Odisha experiences over 300 days of uninterrupted sunshine annually, with an average solar radiation of 5.3 kWh per square meter, comparable to leading solar states. The stateโ€™s vast solar potential spans deployment technologies, including ground-mounted, floating, rooftop, and agri-PV models. Innovative approaches, such as rooftop solar incentives under the PM Surya Ghar scheme and agri-PV projects, are being promoted to leverage this potential. Agri-PV alone offers a capacity range of 1,641 MW to nearly 50 GW under different scenarios, transforming mono-cropped farmlands into revenue-generating solar sites.

The Odisha Renewable Energy Policy of 2022 offers a conducive environment for investment through single-window project facilitation, duty exemptions, waivers on state transition utility charges, cross-subsidy surcharges, and wheeling charges. Renewable energy projects commissioned before March 2026 enjoy extended exemptions, ensuring attractive returns for investors. Manufacturing incentives, such as land concessions, tax benefits, and infrastructure support, further enhance the stateโ€™s appeal to the solar sector.

Economic opportunities in renewable energy are growing, driven by declining costs and the push for sustainable practices under global ESG standards. Initiatives like the European Unionโ€™s Carbon Border Adjustment Mechanism underscore the need for clean energy adoption among industries. The Odisha government is proactively supporting renewable energy development, aligning with national goals while addressing local challenges like greenhouse gas emissions, which are projected to rise significantly without green interventions.

Odisha is poised to become a renewable energy leader through transformative policies, technological advancements, and strategic investments. The stateโ€™s focus on integrating renewable energy into industrial processes and transport, combined with its commitment to green growth, presents a sustainable pathway for achieving its ambitious goals. The development of large-scale solar projects, green hydrogen initiatives, and increased renewable energy procurement by commercial and industrial consumers will play a pivotal role in this transformation.
