Rajasthan Electronics & Instruments Limited (REIL), a central public sector enterprise based in Jaipur, has released a tender dated April 16, 2025. The tender is for a rate contract involving survey, design, supply (excluding SPV modules), erection, testing, commissioning, and comprehensive operation and maintenance for five years of grid-connected rooftop solar photovoltaic (PV) power projects. These installations will be carried out on various government buildings located in India’s Southern Region, which includes the states of Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana, and the Union Territories of Lakshadweep and Puducherry.
The total capacity for this contract is set at 1,140 kWp. The estimated tender value is ₹2.85 crore (₹285 lakh). The earnest money deposit (EMD) required for participating in this tender is ₹5,70,000, which is 2% of the estimated value. This amount can be submitted through a demand draft, RTGS, or bank guarantee. Additionally, there is a tender fee of ₹1,000, payable via demand draft or RTGS.
Interested bidders must submit their bids online only. The last date for submission of the tender is May 6, 2025, by 5:00 PM. The technical bids will be opened the following day on May 7, 2025, also at 5:00 PM. The offer validity will be 90 days from the last date of submission.
A pre-bid meeting is scheduled for April 24, 2025, from 3:00 PM to 4:00 PM. This meeting can be attended either offline at REIL’s office in Jaipur or online via Google Meet.
Only companies or LLPs incorporated in India with experience in designing, supplying, and installing grid-connected solar power systems are eligible. They should have completed similar work in government buildings in the last seven years. Financially, bidders should have an average annual turnover of at least 30% of the estimated cost in the past three financial years and a positive net worth as of March 31, 2024.
The scope of work includes rooftop solar system installation, electrical integration, remote metering, and a five-year operation and maintenance commitment. While SPV modules will be supplied by REIL, other components and services will be provided by the contractor. The SPV power plant capacities on individual buildings will vary between 10 kWp and 1000 kWp.
Work will be distributed between the two lowest bidders (L1 and L2) in a 70:30 ratio, with L2 executing work at L1 rates. The price per kW is capped at ₹25,000 (excluding GST), including five years of operation and maintenance services.
The bid must be submitted in a two-part format—technical and financial—through the Central Public Procurement Portal. Price bids will be considered only if the technical bids are found to be suitable. The contract will be valid for one year and may be extended based on requirements.
